PURPOSE OF CONSULTANCY

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Communicable Diseases Prevention, Control and Elimination (CDE) coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, elimination and/or reduction of communicable diseases, zoonoses that are technically sound and appropriate for the political and sociocultural context in which they are implemented. It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, fostering alliances that strengthen country capacity, improving the effectiveness of inter-country collaboration, and facilitating policy and decision-making processes.

DESCRIPTION OF DUTIES:

Purpose of the consultancy

The incumbent will work with the Management and Coordination Team, providing support in the area of information systems and communications. Key responsibilities include updating, maintaining and monitoring the CDE web pages and SharePoint platforms, as well as managing bulletin platforms and virtual online meetings via ZOOM and Teams. The role also involves overseeing and supporting CDE photo galleries through Flickr, uploading and managing YOUTUBE videos and playlists, administering surveys, generating QR codes, sourcing and managing images on Shutterstock and iStock and creating infographics through Infogram. Additionally, the incumbent manages email lists and listservs.

The position requires implementing administrative procedures and efficiently performing tasks related to information systems, advocacy and communications. This role necessitates a thorough understanding of and compliance with the organization’s rules, procedures, and branding guidelines. The incumbent will frequently collaborate with CDE staff, as well as staff from other Departments of the Organization for matters related to the assigned duties.

Description of duties:

Under the general supervision of the Director, Communicable Diseases Prevention, Control and Elimination Department (CDE), and the direct supervision of the Knowledge Management and Communications Specialist, the incumbent is responsible for, but not necessarily limited to, the following outcomes:

1) Web Administration in the Four Official Languages

  • Content creation, editing, design, publishing, and dissemination
  • Event publications and design
  • Campaign pages
  • Maintenance of Health Topics pages
  • Basic pages
  • Stories
  • Calls for applications and announcements
  • Web Notes (Article) publishing
  • Document publishing
  • YouTube video management

2) Liaison with ITS, CMU Web, and SRS

  • Resolution of platform-related issues (cache, HTML, usability, accessibility, best practices, and CANTO)

3) Virtual Meetings

  • Management of meetings and webinars (Zoom or Teams)

4) Intranet/SharePoint Management

  • Regular updates of Intranet content for CDE staff
  • Enabling and updating shared folders

5) Management and Dissemination of Informational Materials

  • Creation and distribution of newsletter and list management
  • Visual adaptation embedded via HTML code on related web pages (Infogram)
  • Management of communication tools (Flickr, Shutterstock, Noun Project)
  • QR code creation
  • Viva Engage
  • Digital analytics and metrics for CDE products
  • PIB-GIB

6) Coordination and Planning Meetings

  • Calendar planning
  • Planning meetings as assigned

Experience

Web and Content Management: Develop, update, and maintain websites, SharePoint platforms, and online content; manage photo galleries (Flickr) and video platforms (YouTube).

Editing and Design: Edit web documents, adapt presentations to organizational standards, create infographics (Infogram), and apply design changes to files.

Virtual Meetings: Set up, moderate, and support virtual conferences (Zoom, Teams).

Surveys and Reports: Create and manage surveys (SurveyMonkey) and compile monitoring and evaluation reports for communication materials.

Email and Bulletin Management: Administer email lists, design monthly bulletins, and handle publication processes.

Technical Support and Guidance: Provide training on IT workflows, troubleshoot technical issues, and assist with publication processes.

Monitoring and Evaluation: Track and evaluate communication strategies and provide actionable insights.

Qualifications

Essential: Certification of completion of diploma on graphic design, ITS or similar.

Desirable: Formal training in information systems or computer science, systems analysis, data processing and software development would be an asset.

Experience

Essential: Five years’ administrative work, including experience working with database driven Web/Intranet, and administering databases.

Desirable: Experience in UX/UI design for web context would be an asset.

Languages

Very good knowledge of English and Spanish.

IT Skills

Demonstrated ability to effectively use a computer and utilize software programs such as Office. Expertise in Web application technologies such as PHP, MySQL databases and HTML; expertise in Web design programs such as Drupal and Joomla; expertise in SharePoint. gGod knowledge of MS operating systems. Very good knowledge of SurveyMonkey, Infogram, Adobe Creative services, MailChimp, Flickr and Youtube. Other IT skills and knowledge of other software programs such as Flash, Dreamweaver or WordPress, would be an asset.

Term and Duration:

  • The contract’s duration is from 18 October 2025 to 31 December 2025 on a part-time basis.
  • Rate is negotiable according to years of experience and applicable Band B
    daily rate between USD 258.00 and USD 314.00.
