UNICEF Papua New Guinea is seeking to engage a Parenting for Development (P4CD) consultancy to provide technical support to the National Office for Child and Family Support (NOCFS) in collaboration with Civil Society Organizations (CSOs) and Faith-Based Organizations (FBOs) to review and strengthen the content of the existing program to become a gender-transformative initiative, with a particular focus on

Purpose of Activity/Assignment
The objective of this consultancy is to provide technical support to the National Office for Child and Family Support (NOCFS) in collaboration with Civil Society Organizations (CSOs) and Faith-Based Organizations (FBOs) to review and strengthen the content of the existing program to become a gender-transformative initiative, with a particular focus on preventing Gender-Based Violence (GBV).
Specifically, the consultant will be tasked with the following responsibilities:
• Develop modules tailored for adolescents aged 10 to 18, including specialized modules for adolescent girls and adolescent parents. These modules will address key issues relevant to this demographic group and promote gender equality and empowerment.
• Develop an institutionalization framework for the Parenting for Child Development program at both the National and Provincial levels. This framework will outline the necessary steps and mechanisms to integrate the program into existing structures and systems, ensuring sustainability and scalability.
• Ensure grassroots facilitators are adequately supported and trained to effectively implement the program. This will involve providing capacity-building sessions, developing training materials, and establishing mechanisms for ongoing mentorship and support.
By achieving these objectives, the consultancy aims to enhance the impact and reach of the program, promoting positive outcomes for adolescents, parents, and communities as a whole.
Scope of Work
Under the supervision of the Chief of Child Protection, the consultancy aims to provide technical assistance to enhance the Parenting for Child Development programme in PNG. This programme seeks to promote positive parenting practices and child well-being by providing support and resources to parents and caregivers.
Assessment review
The consultant will conduct a comprehensive desk review of existing programme materials, policies, and relevant literature. Additionally, key informant interviews will be conducted with stakeholders to gather insights and perspectives on the current programme implementation and identify areas for improvement. Including Focus groups and consultations if needed.
Develop an institutionalization framework for the Parenting for Child Development programme
The consultant will develop an institutionalization and sustainability framework at both the National and Provincial levels. This framework will outline the necessary steps and mechanisms to integrate the program into existing structures and systems, ensuring sustainability and scalability. Development of specific content and modules: Based on the findings from the desk review and key informant interviews, the consultant will develop specific content and modules tailored for adolescents (10 to 18) and parents. These modules will address this demographic group’s unique needs and challenges, focusing on promoting positive parenting practices and adolescent well-being.
Integration of content and adjustment for gender transformative programming
The consultant will integrate gender-transformative principles into the programme content and adjust the methodology to ensure that the programme promotes gender equality, empowerment, and prevention of Violence Against Children and GBV. This will involve reviewing and revising existing materials to ensure they are inclusive and relevant.
Design and development of modules
The consultant will design and develop the additional modules, ensuring they are engaging, interactive, and culturally sensitive. The modules will cover various topics, including adolescent development, communication skills, conflict resolution, and positive discipline techniques, among others.
Development of training of trainers (ToT) module
A Training of Trainers (ToT) module will be developed to equip facilitators with the necessary knowledge and skills to deliver the programme effectively. The module will cover topics such as facilitation techniques, adult learning principles, and programme implementation.
Facilitator training
The consultant will conduct training sessions for facilitators to roll out the new modules, ensuring they have the knowledge and skills to deliver the programme effectively. Training will be interactive and participatory, incorporating practical exercises and role-plays to enhance learning.
Development of capacity-building strategy and monitoring tools
A capacity-building strategy will be developed to support ongoing learning and development among facilitators. Additionally, monitoring tools will be revised and adjusted to track programme implementation and assess the impact of the programme on participants.
This consultancy aims to strengthen the Parenting for Child Development programme in PNG by developing tailored content and modules, integrating gender-transformative principles, and building the capacity of facilitators to deliver the programme effectively. By promoting positive parenting practices and adolescent well-being, the programme seeks to contribute to the overall improvement of child protection and well-being in Papua New Guinea

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.
Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, local transportation and other miscellaneous costs. Breakdown or details of the fee will be much appreciated.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
