Mission and objectives

MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). SCR 2277 (2016) requests MONUSCO to support efforts of the Government of DRC towards the protection of civilians, through a comprehensive approach involving all components of MONUSCO, including through reduction of the threat posed by Congolese and foreign armed groups and of violence against civilians, including sexual and gender-based violence and violence against children to a level that can be effectively managed by the Congolese justice and security institutions; and to support Stabilization through the establishment of functional, professional, and accountable state institutions, including security and judicial institutions. The project aims at a better understanding of the most serious violations of human rights law and international humanitarian law in DRC and supports the leadership of the Mission through informed policy and decision making on future vetting of security forces through risk assessment and mitigation, joint planning for MONUSCO operations, as well as advocacy efforts.

Task description

Under the direct supervision of the Senior Gender Adviser (SGA), Head of Gender Affairs, the UNV/Parity and Coordination Officer reports to the SGA and is responsible for supporting and overseeing the implementation of the UN System-Wide Gender Parity Strategy, the Mission Leadership Team (MLT) decisions and directives on Gender Parity, and the Gender Affairs annual work plan.
In particular, s/he will have the following responsibilities:

• Support the implementation of the Department of Peace Operations (DPO) guidance on Gender-Responsive Peacekeeping Operations.
• Develop a detailed work plan, with clear targets, responsibilities and timeline, to implement MONUSCO MLT’s Gender Parity Decisions.
• Ensure close monitoring of the progress on implementation by Hiring Managers, Director of Mission Support (DMS) and Gender Affairs, as per distribution of tasks fixed in the MLT Parity decisions.
• Collect data regularly on vacancies and screen their compliance with the requirements set in the MLT Parity decisions.
• Ensure immediate dissemination of job openings on the day of their advertisement to professional outreach networks and to in-Mission mailing groups, and establish mailing groups to increase outreach outside of the Mission.
• Prepare monthly, quarterly and annual reports on parity progress and advancement towards the gender parity targets, including recruitment data and sex-disaggregated statistics and percentages per level for civilian personnel.
• Extend any additional administrative and tracking support to the SGA in relation to advancing parity across the mission.
• Review memorandums of selection regarding the procedures to identify gender biases in the selection process.
• Maintain archive with vacancies advertised, with progress synopsis showing the results of screening and selection, as well as documentation of DMS decisions and Gender Affairs advice.
• Monitor implementation and follow up on recommendations of the evaluation on the creation of an enabling workplace to advance gender parity with O/DMS, O/COS, O/SRSG, Gender Affairs, and carry out after action review to assess compliance and impact/results.
• Support roll-out and conduct unconscious gender bias trainings for Hiring Managers.
• Under close supervision of the SGA, prepare drafts of gender code cables and draft presentations and material to inform and advocate for gender parity within the mission
• Drafts, collates and edits specific inputs for mission reports and documentation in relation to gender parity, as required.
• Provide induction on all aspects of rolling out and monitoring progress of the MLT Gender Parity decisions to Human Resources officers, when advised by the SGA.
• Act as coordination focal point for incoming requests to the Gender Affairs Section and support delegation of tasks and track deadlines.
• Maintain and update knowledge management systems of Gender Affairs Section and archiving.
• Support implementation of the Gender Affairs Section’s annual work plan and ensure implementation and reporting on the third focus area: Gender Parity.
• Participate in national and/or regional meetings, workshops and training programmes relevant to the work of the team.
• Provide assistance to the team during recruitment and onboarding processes.
• Allocate 20% of the work time to providing administrative support to the team.
• Perform other duties as required.
