Job Description:

The Iraqi Institution for Development (IID) is seeking a highly experienced and dedicated Part-Time Finance Manager to oversee and manage all financial operations. This senior position requires a professional who will be responsible for the financial health of the organization, ensuring compliance with legal requirements, and leading a team of finance professionals both in Erbil and across various locations in Iraq.

Key Responsibilities:

  • Financial Strategy and Planning:

    • Develop and oversee the implementation of the organization’s financial strategy.
    • Prepare and present financial forecasts and long-term financial plans to the executive team.
    • Advise senior management on financial planning and budgeting to support organizational goals.
  • Team Leadership and Management:

    • Lead and mentor the IID finance team in Erbil /Mosul and coordinate with financial teams in other locations.
    • Facilitate continuous professional development and training for finance staff.
    • Conduct regular team meetings and performance reviews to ensure alignment with organizational goals.
    • Responsible for all financial management and accounting;
    • Develop and maintain effective financial practices and systems
    • including responsible, accessible bookkeeping, finance and
    • information systems and processes;
    • Support drafting and advise on the development of an annual budget;
    • Coordinate annual audit and tax payments;
    • Main point of contact for bank and auditors;
    • Monitor grants and expenditures to ensure projects are on track with spending, and cash flow and that expenses are in line with agreements
    • Report on the status of grants by producing monthly management accounts; Monitor and reconcile expenses related to certain events and projects.
        
  • Financial Systems and Policies:

    • Develop, implement, and maintain robust financial systems and internal controls.
    • Ensure compliance with organizational policies and procedures, as well as regulatory requirements.
    • Regularly review and update financial policies and procedures to ensure efficiency and effectiveness.
  • Budgeting and Forecasting:

    • Lead the annual budgeting process, including the preparation of budgets for all projects and departments.
    • Work closely with project managers and stakeholders to develop realistic and achievable budgets.
    • Monitor and report on budget variances and provide recommendations for corrective actions.
  • Financial Reporting and Compliance:

    • Prepare and ensure timely submission of monthly, quarterly, and annual financial statements.
    • Oversee the preparation and submission of the annual financial report to government auditors (DNGO).
    • Ensure compliance with donor requirements and prepare financial reports for donors as required.
  • Coordination with Donors and Stakeholders:

    • Serve as the main point of contact for donor financial focal persons.
    • Provide financial input and analysis for grant proposals and donor reports.
    • Develop and maintain strong relationships with banks and other financial institutions.
  • Risk Management and Audit:

    • Conduct financial analysis and risk assessments to identify potential financial risks.
    • Develop and implement risk mitigation strategies.
    • Coordinate with external auditors and oversee the audit process to ensure compliance and transparency.
  • Continuous Improvement:

    • Identify opportunities for process improvements and implement best practices in financial management.
    • Stay updated with industry trends and regulatory changes to ensure the organization remains compliant and competitive.

 

  • Other:
    Required to adhere to IID principles and values as well as the promotion of gender justice and women’s rights
    Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles

 

Qualifications & Preferred Skills

Qualifications:

  • Bachelor’s degree in Finance, Accounting, or related field; Master’s degree or professional qualification (e.g., CPA, CFA) preferred.
  • Minimum of 10 -15 years of experience in finance management, preferably within the non-profit sector NGOs.
  • Strong understanding of financial systems and processes.
  • Proven experience in financial planning, budgeting, and forecasting.
  • Excellent leadership and team management skills.
  • Strong analytical and problem-solving skills.
  • Proficiency in financial software and Microsoft Office Suite.
  • Excellent communication and interpersonal skills.
  • Fluent in English and Arabic; Kurdish language skills are an advantage.
  • Knowledge of Iraqi financial regulations and compliance requirements.

Preferred Skills:

  • Experience with donor-funded projects and familiarity with donor requirements.
  • Strong project management skills.
  • Ability to work effectively in a multicultural environment.
  • Demonstrated ability to lead and develop a finance team.
  • Strong negotiation and conflict resolution skills.
  • Familiarity with financial management software and ODOO/ERP systems.
