Job Profile

The Partner Capacity Building Lead (PCBL) is responsible for developing, coordinating, managing and implementing CAFOD/ CAFOD & Trocaire in Partnership (CTP) ’s partner capacity building work (PCB) under the South Sudan Humanitarian Fund (SSHF) project being implemented by CAFOD in South Sudan for selected National Non-Governmental Organisations (NNGOs). The post-holder will be based in Juba ,South Sudan with extensive field visits within South Sudan. The post-holder will provide overall project leadership, reporting to the Head of Programmes (HoP) and in collaboration with SSHF.

The goal of the SSHF project is to strengthen partners’ ability to mobilise resources , strength their systems, have sound organisational policies and procedures, increase technical capacity in full programme cycle management and strong governance systems . The PCBL shall provide in-depth support to a small number of humanitarian partners to develop their leadership, programme skills and knowledge, systems and support sectors, working with Country teams , SSHF and relevant stakeholders .

The PCDL shall work with selected national partners to conduct partner self-capacity assessments and prioritise their capacity strengthening needs and strengthen as aligned to the GOAL of the project. The post holder will support partners by providing ongoing guidance and advice, facilitating peer learning and sourcing specialist technical support. The post-holder will design, coordinate and facilitate participatory learning processes for partners. The post-holder will be a member of the country team and will feed into the learning and direction of the SSHF project and the CAFOD/CTP country strategic programme on local partner capacity strengthening.

Within CAFOD the post holder will work cross-organisationally and engage closely with CAFOD/CTP programme staff including the Project Staff , support staff , Head of Programmes, Programme managers, Business Development Lead, Programme Quality Officer and the Country Representative including Global Technical Teams on local partner capacity strengthening .

Accountability

The post-holder will report directly to the Head of Programmes (HoP)

Key Responsibilities

Provide Accompaniment and Capacity Strengthening Support to Partners (30%)

  • In coordination with the Country Rep and HoP, and other colleagues, this post-holder will drive the work with partners to identify and prioritise their capacity strengthening needs and prioritise as per the Goal of the SSHF project and CAFOD country programme strategy on local partner capacity building through conducting capacity self-assessments and developing capacity strengthening plans.
  • Support partners to implement capacity strengthening plans through accompaniment, technical expertise, training and long-term capacity strengthening, using participatory learning processes so partners improve their organisational systems and staff capacity.
  • Support partners to develop strong systems and procedures for programme management and accountability including meeting sectoral standards.
  • Develop and support partners’ leadership, management and core humanitarian skills.

Leading the SSHF Capacity Building project implementation (30%)

  • Contribute to the development of project strategic frameworks, recommendations, and guidance to ensure achievement of the project objectives as per expected set quality standards.
  • Provide oversight and management, of the SSHF local partner capacity-building project and building strategic relationships with partners and key stakeholders for the successful project implementation
  • Lead in ensuring effective use of project resources, development of project monitoring, learning methodologies and high-quality project reporting.
  • Capture & share learning experiences including peer learning and adopt good practices.
  • Commission and oversee the work of consultants and service providers / sub-grantees working on SSHF local capacity strengthening project.
  • Work with CAFOD’s programme staff to integrate key thematic initiatives into the project and wider country strategic interest and focus. Contribute to the development of funding proposals for capacity-strengthening work as required.

Representation and Coordination (10%)

  • Act as a focal point for liaising with key stakeholders and relevant clusters /networks
  • Participate in and as required contribute to and lead in the project-relevant structures (Project Coordination, Project Steering Committee and Project Management Unit) to ensure that there is an effective feedback and reporting mechanism to capture both positive and negative feedback for effective leadership and project management
  • Coordinate with relevant Network members, other INGOs/ networks and other agencies in the region to identify potential opportunities for collaborating on training or capacity strengthening and prevent duplication. Support Country and Global Teams to also build and strengthen these relationships.
  • Represent CAFOD in relevant working groups and interagency

Leading the SSHF Capacity Building project implementation (20%)

  • Provides direct line management to the Programme Officer – Programme Quality under the SSHF project by providing guidance, capacity development and overall project management

Internal Collaboration (10%)

  • Develop and share tools, resources and learning within the CAFOD and Trocaire teams and other key internal and external stakeholders

Your role is responsible for ensuring that the programming work you are accountable for is safe, accessible, dignified and inclusive, providing ongoing support and follow-up to our partners in this area.

Job-specific competencies

  1. At least 2 years experience in international humanitarian and or development work
  2. A first Degree in Organisational Development, Development Studies, International Development, International Relations or relevant qualification from a recognised institution.
  3. Proven successes in working with local organisations in capacity building
  4. Experience in facilitating internal change processes and participatory learning processes.
  5. Experience in full programme cycle management
  6. Experience in organisational capacity assessments and capacity-strengthening plans
  7. Good financial and budget management skills
  8. Experience in developing and using programme cycle management tools including monitoring and evaluation frameworks and data collection and analysis tools.
  9. Understanding of and ability to influence others
  10. Knowledge and experience of South Sudan or similar context
  11. Able and willing to travel within South Sudan in field locations sometimes at very short notice and to potentially insecure and difficult environment

Desirable Criteria

  • Fluent English language and knowledge of basic Arabic language desirable .
  • Understanding of the Catholic Church.
  • Experience of coaching, mentoring and mediation.
  • A background in organisational development, management, leadership, institutional , systems and technical local partner capacity building .
  • Proven experience of successfully managing UN funded programmes .
  • Experience of working and liaising with international bodies and consortia.
