WEC Background:

The Water, Environment and Climate (WEC) portfolio, based in Vienna, and with offices based globally is part of the UNOPS Global Portfolio Office. The Portfolio has built strong partnerships and is effectively managing a portfolio of over 500 million USD over the last 15 years to support key initiatives with fund management, project implementation and administrative support.

WEC effectively operationalizes partners’ agendas with global approaches, as well as regional and country specific activities focused on climate action, protection and conservation of the environment. Partners profit from WEC’s ability to operationalize and/or scale up their important substantive agendas, including in support of key multilateral environmental and climate agreements, such as the Paris Agreement, the Cartagena Convention as well as the Sustainable Development Goals.

The NDC Partnership:

The NDC Partnership is a global coalition of countries and institutions collaborating to drive transformational climate action through sustainable development. In 2015, the world endorsed the Paris Agreement and the 2030 Agenda for Sustainable Development. Nations signal their commitments to the Paris Agreement through Nationally Determined Contributions (NDCs) – each country’s strategy to cut its own greenhouse gas emissions and build resilience against the negative effects of a changing climate. The Partnership advances the goals of the Paris Agreement by bringing together nearly 200 countries and institutions in new ways to accelerate NDC implementation and enhance ambition over time. The Partnership’s work through 120 partners supporting almost 80 countries produces many examples of impact, lessons learned and ideas for the future. The Partnership is governed by a Steering Committee, co-chaired by two country representatives. The Partnership’s work is facilitated by a Support Unit based at World Resources Institute in Washington DC and the UNFCCC Secretariat in Bonn, Germany. UNOPS supports the NDC Partnership and its Support Unit through the Water, Environment and Climate (WEC).

 

Functional Responsibilities

 

Support PAF is monitoring and reporting (M&R) processes.

  • Support the PAF Project Management Support Officer in compiling PAF’s quarterly country update reports based on narrative progress reports submitted by the implementing partners (IPs).
  • Ensure effective documentation and maintain timely update of PAF’s M&R system and tools (SharePoint folder, project deliverables library, Monday board),
  • Provide sound contribution to the Project Management Support Officer in extracting the lessons learnt and monitoring PAF progress and performance and ensure that relevant indicators are reflected in the NDC Partnership’s M&E framework.
  • Review project data for progress against planned key results areas and report on non-performing areas.
  • Prepare data/statistics for monthly updates and contribute to the preparation of quarterly progress reports.
  • Codify and organize folders, documents and deliverables attached to each grant process, observing NDC Partnership’s information sharing practices and tools.
  • Support the Country Engagement and PAF Core teams in the implementation of PAF-related processes and procedures, for instance, scheduling coordination calls with partners, facilitating Evaluation Committees, note-taking and similar tasks.
  • Contribute to the development and implementation of the Monitoring & Evaluation plan including performance indicators and establishing baselines and methodology, in coordination with the project M&E and Reporting Officer;
  • Prepare PAF reports and other communications materials for different stakeholders as needed.
  • Ensure timely and quality submission of reports as identified in the project agreement through coordinating inputs and drafting reports related to project activities;
  • Perform other related duties and tasks as assigned by the PM or PMSO, to contribute to the procurement and grants management processes.
Knowledge management and innovation
  • Support the compilation of lessons learned as per the defined reporting format.
  • Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.
  • Gather and maintain lessons learnt
  • Set up and maintain records of project files and activity reports in hard and soft copy.

Education/Experience/Language requirements

Education

  • Completion of Secondary education is required.
  • A first-level university degree, preferably in Accounting, Project Management, Business Administration, Management, or a related field is desirable.

Experience

Required

  • With a secondary education, a minimum of 6 years of relevant and progressive professional experience, preferably in the field of Project Management with focus on monitoring, recording, reporting, and coordination is required.
  • Experience in Monitoring and Evaluation.
  • Proficient use of Microsoft Office/Google Suite is required with an emphasis on gSheet and Excel.

Assets

  • Experience of working for UN agencies or international organizations.
  • Experience in grant management.
  • Knowledge of international climate policy and environmental issues.
  • Experience in international cooperation and/or project management.
  • Experience with stakeholder and partner management.
  • Experience in procurement and operations.

Language

  • Proficiency in English is required.
  • Knowledge of another official UN language (French, Spanish, Russian, Arabic, and Chinese Mandarin) is an asset.
