The Partnership Advisor will work in close collaboration with the Localisation Unit and, more specifically, the Task Force for the Operationalisation of Partnership Ambitions. The Localisation Unit is driving the strategic direction of the localisation agenda in DRC and is leading cross-organisational coordination for the development of programmatic and operational tools, policies and processes that better enable the pursuit of localisation ambitions. 

Key Responsibilities:
Procedures and Process Development:

  • Engage in evaluating the results of the localisation unit task force consultancy products regarding finance processes and procedures with a view to globalize aspects and utilize them in a trans organizational scale.
  • Solicit a supply chain consultant to provide process and procedure recommendations, ensuring that the consultancy considers other internal and external stakeholders.
  • Take charge to develop a guide of the future accountabilities and responsibilities that will develop because of the above between CO-RO-HQ, with regards to the local partner management.
  • Perform an in-depth analysis of current minimum requirements from partners, focusing on vetting, budgeting, reporting, archiving, and auditing, both in finance and supply chain.
  • Develop and propose new minimum requirements, considering Donor and internal DRC policies, processes, and procedures. Feed inputs in all relevant OH changes and advise relevant editors.
  • In coordination with the business process boards and IT, identify the possible risks, benefits, and ethical considerations of using, extending, or integrating Dynamics system capabilities with partners.

Training and Roll Out:

  • Scan, evaluate and identify potential capacity building actions for HQ staff (Business Controllers, Finance Controllers etc) with regards to review and control of partnership-based projects.
  • Coordinate RO/CO implementation of new policies and practises, providing training support as required.

Representation & Intra- Organization Coordination:

  • Represents FRISC department in the relevant organisational working groups related to localization.
  • Supports the Head of Operational Finance and substitutes him in the Localization Steering committee, on his absence.
  • Leads the Localisation Task Force finance and supply chain sub-groups.

About you:

  • To be successful in this role, we expect you to have a solid Finance/Supply Chain background, and you take charge of the stage like a true professional. You also should have a profound love for localization, and you believe in this working modality.
  • All employees should master DRC’s core competencies: Communicating, Taking the lead, Collaborating, striving for excellence, and Demonstrating integrity.

Required:

  • 7 years of work within the International NGO sector, with organizations that have a good record with partnerships, consortia lead and collaboration with civil societies. 
  • 5 years working directly with partners or civil societies, overviewing the financial aspects of indirect implementation overview and control of Financial and Supply chain aspects of partnerships.
  • Strong financial and/or supply chain technical experience at CO level in humanitarian or development sector working with implementing partners.
  • Ability to travel and to collaborate with various teams.
  • High inter-cultural awareness, emotional intelligence, keen to innovations and to usage of new technologies
  • Experience with at least one major ERP system, preferably MS Dynamics
  • Unmatched communication and analytical skills
