The Role:

 

The Partnership & LHL Advisor role is part of the PST team, in the Global humanitarian Team. Job Purpose is to drive high quality responses by contributing to high quality partnerships and local humanitarian leadership (LHL) ways of working, working alongside and jointly with Oxfam country teams, regional structures and other GHT Advisors, to contribute to and achieve high quality and effective emergency responses.  

 

Together with Oxfam teams and partners, the role aims to contribute to improved quality of humanitarian programming (including the impact of partnerships) and increased Strength, Voice and Space of local actors in leading humanitarian action. The role will be accountable for enhancing, mainstreaming, and supporting partnership and LHL capacity and ways of working consistently across responses through supporting program and business support teams in meeting Oxfam’s Partnership and LHL ambitions, commitments and ways of working.  

 

The Partnership & LHL Advisor role will contribute to research and development that informs the humanitarian community internally and externally through learning and best practice development in Partnership and Local Leadership.  

 

Note: Please note that it is a fixed term role for 3 years and the potential dates are August 2024 – June 2027

 

Location:

 

This role can be located in a country where Oxfam has a presence, subject to Oxfam’s ability to employ in that location, the affordability and practicality of doing so for this restricted funded fixed term position and right to work requirements being met. Due to legal & financial constraints, it is not currently possible for this role to be based in some Oxfam locations. These include, but are not limited to, Brazil, France, Italy and Sweden and any countries restricted due to budget constraints.

Closer working relationships are required with people based in Africa, Europe, Middle East, North America, so it is desirable that working hours are broadly aligned with those time zones.

An ideal candidate for the role will also be / have:

 

  • In-depth knowledge and proven practical experience in Humanitarian Partnership management, including project delivery and in an international humanitarian complex crisis context. 
  • Experience & knowledge of the international humanitarian sector and understanding of humanitarian standards, principles and guidelines including Sphere, Red Cross and Red Crescent Code of Conduct, Core Humanitarian Standards. 
  • Experience in providing advisory support to both senior managers and programme staff, and well-developed ability to facilitate learning, knowledge management and innovative capacity development schemes. 
  • Strong communications, influencing and advocacy skills, and demonstrated ability to translate LHL concepts in humanitarian and resilience contexts to a variety of audiences and influence attitude to achieving programme goals. 
  • Proven people management & interpersonal skills (role model in motivating, developing and 
    supporting others), including performance and change management. 
  • Proven ability to develop effective relationships at a distance and deliver high quality remote 
    management, guidance and support. 
  • Fluency in written and spoken English and French. 
  • Ability to travel for up to a maximum of 12 weeks per year and the ability to travel with 48 hours’ notice. In addition, this might include a block of up to 6 weeks continuous, in extremis, not more.
