OVERVIEW OF THE FUNCTIONS OF THE POST

In support to enhanced need for strategic engagement and resource mobilization with UN and private partners, and under the direct supervision of the Director of the Regional Office in Bangkok, the Partnership Consultant will provide support and contribute to increasing the presence, visibility and credibility of the Organization in a UN inter-agency context and UN system-wide work and mobilizing resources for programmatic impacts at regional and country levels.

In this regard, the individual specialist will provide support to the Regional Director in resource mobilization at the regional and national levels in the Asia-Pacific region and in liaising with the Asia-Pacific Regional Collaborative Platform (RCP) to enhance synergies and partnership with the UN agencies and RCP groups. The work shall contribute to the achievement of the Organization’s Medium-Term Strategy’s Enabling Objective to “Foster an enabling environment for the efficient and effective delivery of UNESCO’s proprieties” and its related Enabling Outcome 10 “Reinforced partnerships, outreach and advocacy in support of UNESCO’s action” and related Enabling Outcome 11 “Accountable, efficient and effective management in pursuit of the Organization’s results”.

Tasks and assignements

The incumbent will support the regional office and country offices in the development and delivery of a resource mobilization strategy for UNESCO. This includes donor analysis and engagement, support to donor submissions (such as concept notes, proposals and reports) as well as donor recognition, and ensuring effective and efficient management of partnerships, processes and approaches. 

1.    Develops and implements resource mobilisation strategy 2024-2025 for UNESCO Bangkok, in accordance with UNESCO Comprehensive Partnership Strategy and Resource Mobilisation Guidebook. 
2.    Seeks and promotes new partnerships and resource mobilisation, working with UNESCO colleagues to identify partnership and resource mobilisation needs and broker resource mobilisation agreements to meet those needs. 
3.    Receives and screens inquiries from potential collaborators and facilitates communication with appropriate UNESCO staff. Scans and scouts external environment within designated partnership area for opportunities and risks and shares information in a timely fashion with relevant UNESCO staff.
4.    Provides strategic, logistical and programmatic support to senior management and other UNESCO staff in agency engagement and interaction with assigned partners.
5.    Develops and maintains deep knowledge and familiarity with current and prospective partners and relevant stakeholders, contributing to a database of key contacts and to UNESCO’s base of knowledge on partnership and resource mobilization.
6.    Expands UNESCO’s network of key interlocutors to build stronger relationships between UNESCO and governments, other key-decision makers, regional development institutions, foundations, civil society organizations, international financial institutions and/or other relevant constituencies.
7.    Contributes to strategies for engagement and the development of communications products to enhance UNESCO’s visibility and influence with existing and prospective partners and key stakeholders by providing analysis of the current environment and trends and formulating recommendations for strategy approaches and message development. Works closely with UNESCO’s colleagues to ensure that policy advocacy and outreach is strongly grounded in the experience and insights of the programmes that UNESCO supports. Contributes written inputs for communications instruments that best inform and influence decision makers.
8.    Performs other related duties as assigned by the Director to ensure the success of the office, including guiding, training, and coaching short-term staff, including interns and consultants, as needed.
9.    Ensure necessary technical preparation and participation of the Regional Office (UNESCO Bangkok) in the coordination systems, processes and meetings of the RCP as well as UNESCO Bangkok involvement in UNCT activities.
10.    Provide support for UNESCO Bangkok and field offices in the region to access UN Multi-Partner Trust Funds and other resource mobilization opportunities through the RCP and UNCT activities.
11.    Support the director and senior management team to develop strategic and programming documents, statutory reports and reports to UNESCO Governing Bodies regarding UNESCO’s work in  in the region.
12.    Drafting and editing reports and remarks by director as well as any other pertinent professional duties as assigned by the Head of UNESCO Bangkok Executive Office. 

Deliverables Long Description

 

As part of its support to Bangkok Office, the Individual Specialist shall deliver the following deliverables to UNESCO for approval:
•    Submit monthly progress report, including the periodic update and progress of planned activities, achievement and the work plan, shall be submitted to the Director at the end of each month.
•    Draft resource mobilisation strategy 2024-2025 by the end of March 2024. 

In line with UNESCO’s overall gender mainstreaming strategy, the Individual Specialist is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.

The individual specialist will work within the UNESCO Bangkok office.

REQUIRED QUALIFICATIONS

Education

Advanced university degree (Master’s or equivalent) in any area of UNESCO’s competencies, international relations, public or business administration, economics or other related fields.

Work Experience

Minimum 5 years of professional experience in coordination, planning, monitoring, reporting and evaluation of activities, projects and/or programmes, of which 2 years acquired at international level.

Skills/Competencies

  • Familiarity with the UN Development System, strategies, and planning processes.
  • Familiarity with UNESCO’s programmes, structure and priorities.
  • Excellent analytical skills.
  • Proven inter-personal skills to foster partnership with public and private sectors.
  • Proven coordination, planning and organization skills with the ability to establish and follow plans and priorities.
  • Excellent oral and written communication skills, with proven ability to prepare and draft high-quality documents and reports intended for internal and/or external dissemination.
  • Demonstrated ability to work in a multicultural environment and to establish good working relationships with internal and external partners.

 

Languages

  • Excellent knowledge of spoken and written English.

DESIRABLE QUALIFICATIONS

 

Work Experience

  • At least two years experience in field office operations in the UN context.

 

Skills/Competencies

  • Good geopolitical knowledge of the region and sound analytic capacities.
  • Good understanding of the 2030 Agenda and UNSDG reform.
