Partnership Development Officer

The project Improving Worker Rights in Rural Sectors of the Indo-Pacific with a focus on Women funded by the US Department of Labor aims to improve workers’ rights including the fundamental right to a safe and healthy environment in targeted rural sectors in the Philippines and Indonesia, with a focus on women workers. It is implemented in the framework of the ILO Global Flagship Programme Safety + Health for All.

The project first aims to improve national and sectoral governance frameworks for improved occupational safety and health (OSH), gender equality and compliance with labour laws, in selected rural sectors of Indonesia and the Philippines. The second objective aims at piloting workplaces and community level interventions to improve the occupational safety and health and gender equality in selected rural sectors in the Philippines and Indonesia.

In the Philippines, the project is implemented in agriculture (banana) in region XI (Davao region), fishing (tuna) in region XXII ( SOCKSARGEN)  and mining in regions V ( Camarines Norte) and  XXIII ( CARAGA).

The project implements its activities through a wide range of partners including the Department of Labor and Employment (DOLE), Department of Trade and Industry (DTI), Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), Department of Health (DOH), Bureau of Fisheries and Aquatic, Resources (BFAR), Philippine Commission of Women (PCW), Philippine Coast Guard (PCG), Maritime Industry Authority (MARINA), the National OSH Inter-Government Coordination and Cooperation Committee (OSH IGC3), Employers’ Confederation of the Philippines (ECOP) and regional employers’ group in banana, fishing and mining, Trade Union Congress of the Philippines-Associated Labor Unions (TUCP-ALU), Sentro ng Progresibong at Nagkakaisang Manggagawa (SENTRO), Federation of Free Workers (FFW), National Trade Union Congress (NTUC), IndustriALL, Alliance of Workers in the Informal Economy/Sector (ALLWIES).

It is in this context that the  ILO seeks to recruit a Partnership-Building Officer to strengthen these partnerships to reach the projects objectives.

The Partnership Development Officer will report to and work under the supervision of the National Project Manager. S/he will receive overall guidance from the Director of the ILO Country Office for the Philippines (CO-Manila) and technical guidance from the Chief Technical Adviser (CTA) of the project. Programme-related guidance will be received from the Senior Programme Officer of the ILO Country Office for the Philippines.

Duties:

• Strengthen national, regional, community and sectoral project partnerships to accelerate progress towards improvement of workers’ right in the rural sectors of the Philippines.
• Provide technical advice and assist the national project manager in supporting the development and delivery of Implementation Agreements with project partners and ensure consistency with organizational requirements and project implementation and timelines.
• Support efforts of project partners to coordinate, leverage resources, and carry out capacity building and promotional campaigns on general labour standards, OSH and gender equality
• Support capacity building activities of the Project on general labour standards, OSH and gender equality
• Provide inputs on Project context monitoring, updating of risk register and development of strategic partnership strategies to promote sustainability and help the project manage risks
• Participate and represent the Project and the ILO in meetings, consultations, and conferences with a view to identifying areas of common interest and promote collaboration and partnership
• Coordinate the implementation of the project’s communications and advocacy strategy, including the monitoring, documentation, and reporting of good practices and successes including those part of Implementation Agreements
• Coordinate project-related communications and promotional activities including the development of IEC materials, project brief, presentation and videos, drafting of press releases and speeches, project stories and good practices engaging with the media; and the management of the project’s social media platforms, technology and community/ local media
• Carry out other duties as may be assigned by the Project Manager and the Director of CO-Manila, including support for technical support for the organizing and managing of  conferences, seminars, workshops, training sessions and meetings

Required qualifications:

Education:

• University Degree in Economics, Business Administration, Management, Social Sciences, International Development or a related field with demonstrated expertise.

Experience:

• Minimum of two years engaging with stakeholders on labour issues, including OSH and gender equality. Experience in rural areas with a focus in agriculture, fishing, and/or mining is an advantage.
• Familiarity with ILO policies and procedures would be an advantage.

Languages:

• Excellent written and spoken command of English is required.
