Under the direct supervision of the Regional Director of EAPRO, responsible for outreach to selected member states, regional political groupings, IFIs, and academic institutions for resource mobilization, policy influence, coordination of progress reports, strategic and operational handling of questions, analysis of strategic opportunities, coordination of policy inputs from various parts of UNICEF, and assistance in the development of operational policies.

Under the supervision of the Regional Director, work closely with the Public Partnership Unit and Private Sector Fund Raising Team, to strengthen and expand partnerships to accelerate results for children in EAPR.

Summary of key functions/accountabilities:

  • Coordinate and support engagement strategies with Public Sector Partners for resource mobilization in the region and assess and monitor the donor landscape regularly.
  • Assess, analyze, and interpret data and information to strengthen all relevant partnerships through information gathered and assimilated within and outside UNICEF (e.g., annual reports, UN reports, evaluations, briefings from the field, and annual international financial institution meetings). Coordinate and/or participate in review and analytical exercises with colleagues and experts within and outside UNICEF.
  • Ensure that dialogues and relations are maintained in a well-coordinated manner with priority donors, potential partners, and IFIs.
  • Facilitate and maintain close contact with all partners and member states to promote UNICEF as an important player in policies and programmes for the effective mobilization of resources for children.
  • Facilitate and maintain the relationship with government missions and other public sector partners in close collaboration with PPD teams in the region and NYHQ PPD team.
  • Prepare comprehensive and substantive analyses, briefs, notes, statistics, and other information requirements for senior management’s meetings with partners.
  • Ensure regular dialogue and information sharing with PPD Tokyo, PPD Seoul, and PPD NYHQ
  • Advocate for strategic child rights issues in the region and strengthen the regional partnerships with Regional Intergovernmental Bodies, UN, and civil society organizations for the strategic position of children’s agenda in the region.
  • In close collaboration with RO programme teams, coordinate the policy dialogue and implementation plans with the regional intergovernmental bodies (such as ASEAN, PIF, etc.), regional UN entities (RCP, IBCs), and civil society organizations on child rights priorities.
  • In close collaboration with RO programme teams, foster new and existing collaborations with partners and academic institutions on child rights advocacy.
  • Provide technical guidance and support to COs to strengthen capacity for partnership management and resource mobilization.
  • Support information sharing, training, and orientation activities to strengthen capacity at the regional and country levels through partnership networks and community of practices.
  • Oversee the development and use of tools and resources to support partnership management and resource mobilization at the country level.
  • Provide support to the regional and country offices in interpreting and applying UNICEF guidance to working with IFIs and regional groupings, including resource mobilization. Document good practices and lessons learned.
  • Collaborate with RO programme teams to develop multi-country, multi-sectoral funding concept notes and proposals and support the quality assurance of donor proposals and reports.

Minimum requirements:

Education:

  • An advanced university degree in social sciences, including but not limited to political science, economics, international relations, development studies, legal studies or any other related field.

Work Experience:

  • At least 8 years of progressively responsible professional work experience at national and international levels in the areas of social and economic development and cooperation, preferably in the area of inter-agency relations and partnerships in an international organization.

Language Requirements:

  • Fluency in English and another official language of the UN. Knowledge of an additional language from the region is an asset.
