UNDP’s Strategic Plan 2022-2025 emphasizes strategic innovation and development finance as key enablers for accelerating and scaling up development impact. UNDP has already invested significantly in innovative approaches and infrastructure and now is the time to orient these assets more purposefully towards supporting partners with systems transformation and mobilizing financing at scale.

The UNDP Regional Hub for Europe and the CIS (based in Istanbul, Turkey) is UNDP’s main knowledge and advisory hub for the countries serviced by UNDP’s Regional Bureau for Europe and the CIS (RBEC). Through its regional programme, the Hub provides advisory support, organizational learning and innovation services to UNDP Country Offices in the ECIS region in the areas of sustainable development, effective democratic governance, energy and resilience, gender, health and development, development finance, and partnerships.

Based on the experience accumulated in the last years, and in line with the guidance articulated by the new UNDP Strategic Plan 2022-2025, the Partnerships team aims to broaden the scope of its activities, expanding its donor portfolio, including the emerging donors portfolio and further stimulating partnerships with IFIs, the private sector and partner governments for a more efficient and coordinated development financing ecosystem, for the achievement of the Sustainable Development Goals.

In addition, the Team plays a lead role in coordinating UNDP partnerships with emerging donors in the region, including capacity building and project implementation. The Kapuscinski Development Lectures (KDL) is a longstanding, flagship project of UNDP and the European Union, focusing on advocating and awareness raising on top development topics. The series (KDL) named for Ryszard Kapuscinski, a Polish Reporter and a writer who covered developing countries, offers students and others from the European Union member states, and beyond, an unprecedented opportunity to learn and discuss about development issues such as climate change, human rights, aid effectiveness, Europe-Africa relations, Sustainable Development Goals among others. Since 2009, over 110 Lectures gathered over 40,000 participants. 

Under the direct supervision of the Team Leader (New Partnerships and Emerging Donors), the Project Manager of the Kapuscinski Development Lectures and in close collaboration with members of the Team, the Partnerships Analyst supports the work of the Team in the area of research, knowledge management and event organization, including research and admin support for the Kapuscinski Development Lectures (KDL).

Duties and Responsibilities

Under the direct supervision of the Team Leader of the New Partnerships and Emerging Donors Team, the Partnerships Analyst will undertake the following tasks (70%): 
  • Contribute to the Team’s flagship products and services such as regular newsletters, donor mappings and other knowledge management efforts, providing support to country office and IRH thematic teams’ requests. 
  • Assist the New Partnerships and Emerging Donors Team in identifying partnership and resource mobilization opportunities for UNDP in the ECIS region, including contributions for the Country Office support through desk research and data analysis and organization of events. 
  • Provide administrative support to the organization of regional events, meetings and learning activities. 
  • Support the Team’s existing and potential partnerships with emerging donors in the region, including support to the organization and reporting of the ODA Learning Series events. 
  • Contribute to the Team’s internal and external communication efforts, including updating of content on SharePoint, MS Teams space and others. 
  • Provide inputs or draft briefs and talking points for the team leader, RBEC senior management, or others as needed. 
  • Assist in resource mobilization for the RBEC Regional Programme by aiding in the coordination and preparation of donor proposals. 

Under the direct supervision of the Project Manager of the Kapuscinski Development Lectures, the Partnerships Analyst will (30%): 

  • Support the administrative aspects of the KDL project, including the organization of events, preparation of contracts (including procurement and recruitment processes), and financial aspects. 
  • Manage payment procedures and preparation of financial reports of the project. 
  • Analyze data related to the project expenses and encumbrances. 
  • Monitor the budget of the project, update budget reports and manage budget revisions / recharging. 
  • Provide support to research and communications on the topics of the upcoming lectures. 
  • Any other related tasks as may be required or assigned by the supervisor.

Required Skills and Experience
 
Education:
  • Master’s degree (or equivalent) in political science, international relations, development studies, social sciences or another related field is required. 
  • Bachelor’s degree in the fields mentioned above with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree. 
Experience:
  • Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) of solid experience in the area of partnerships management, knowledge management, organizational learning, and innovation in development context.

Required Skills:

  • Experience in report writing, event/webinar organizing, project management.

Desired Skills:

  • Experience in international development cooperation landscape with specific focus on partnerships is an asset.
  • Experience in engagement with donors is an asset.
  • Experience in organizing events is an asset. 
  • Experience in an international organization and/or UN agencies is an asset.

Languages:

  • Excellent writing and oral communication skills in English and Russian.
  • Knowledge of French and other UN languages is an asset. 

Institutional Arrangement

  • The incumbent will work from home;
  • The incumbent will report to, and be directly supervised by the Partnerships Team Leader; 
  • The incumbent will be given access to relevant information necessary for the execution of the tasks under this assignment;
  • The incumbent will be responsible for providing her/his own workstation (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection; 
  • Given the global consultations to be undertaken during this assignment, the incumbent is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones;
