ORGANIZATIONAL CONTEXT

Integrated Climate Change Adaptation and Resilience Building is one of the key and long-term priorities of WFP in Mozambique. Mozambique CO has recently launched its new, second-generation Country Strategic Plan (2GCSP – 2022-2026), which is aligned with national and UN priorities (e.g., Sustainable Development Goal 2) and represents an opportunity to reverse the deteriorating food security and nutrition situation of recent years. WFP will apply appropriate, risk-informed resilience-building approaches across the triple (humanitarian–development–peace) nexus, saving lives in emergencies while changing lives by assisting populations to adapt and improve their livelihoods and better withstand recurring shocks. Under Strategic Outcome 3 (SO3 – Activity 3), it intends to provide an integrated package of support to enhance climate-adaptive food systems with a special focus on the engagement of women and young smallholder farmers. Along with a focus on resilience building, WFP will also work on the integration of nutrition concerns and gender equality throughout this portfolio.

 

ACCONTABILITIES / RESPONSIBILITIES

  • Implementation and Resources Mobilization
  • Provide quality strategic and technical assistance on policy and capacity strengthening support.
  • Provide project management support and provide technical oversight to selected on-going SO3 initiatives, ensuring coordination and integration with other WFP Mozambique programme activities.
  • Support writing of strategic papers and project proposals/concept notes.
  • Support Activity 3 manager in long term resource mobilization for projects and programmes at country level.
  • Coordinate operational research and evidence building on issues relevant to SO3 thematic areas.
  • Assist Activity 3 Manager in the overall coordination of SO3 partnerships’ engagement.
  • Partnership and Communication
  • Assist SO3 Manager in strengthening relationships with relevant government counterparts.
  • Contribute to enlarging and streamlining existing partnerships with UN and non-UN stakeholders.
  • Support the creation of synergies with other WFP and not-WFP initiatives on the same thematic and geographical areas.
  • Assist in the preparation of timely and critical partnerships reports and project documents.
  • Support Activity 3 general reporting activities (e.g. Monthly Country Briefs, Factsheets, etc.).
  • Preparation and dissemination of projects’ updates and various knowledge products for internal or external use as required.
  • Assist in the preparation of other communication products (e.g. briefings, talking points, presentations, etc.)

STANDARD MINIMUM QUALIFICATIONS

Education:Advanced university degree in Economics, International Relations, Development, Politics, or a field relevant to international development assistance; or first University Degree with additional years of related work experience.

Experience:

CST II:At least 7 years post-graduate, progressively responsible work on designing and implementing interventions at national or community levels focusing on climate change adaptation, climate and disaster risk management, or related areas. Direct experience in climate change, rural development, and socio-economic and international humanitarian development is essential. Experience with WFP and other relevant UN Agencies is considered an asset.

Languages:  International Professional: Fluency (level C) in English language; intermediate knowledge (level B) of a second official UN language languages is an asset.

 

KNOWLEDGE & SKILLS:

Knowledge & Skills:

  • Good understanding of government and corporate strategies and priorities and experience in developing multi-stakeholder partnerships.
  • Strong analytical skills with the ability to analyze and interpret information and draw out key messages.
  • Strong oral and written communication skills, able to clearly articulate insights to stakeholders.
  • Experience in using technology and digital tools for data collection, analysis and shared data-based insights to add value to all partnerships.
  • Knowledge of common business principles and processes and the ability to quickly assimilate UN and WFP specific processes and systems.

 

TERMS AND CONDITIONS

WFP offers a competitive compensation package, which will be determined by the contract type and the selected candidate’s qualifications and experience. In addition, WFP Mozambique provides the option for telecommuting, ensuring flexibility for this role.
