This position reports to the Country Director. Guided by the Corporate Partnership Strategy, manage effective relationships and collaboration with external partners to meet WFP strategic objectives. To represent WFP externally to safeguard and promote WFP interests. To ensure a flow of relevant information between WFP and partners and propose opportunities for synergies that maximise results. The Partnerships Officer will work closely with WFP functional teams across all Strategic Outcomes.To collect, analyse and report on information to develop new and existing government partnerships and maximise resources raised to support WFP programmes.
Education: Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses. The experience should demonstrate progressive responsibility and active engagement with high level counterparts in host governments, development partners, donor governments, civil society, private sector, and the United Nations (UN). This background will be advantageous
New Partner Prospecting: Demonstrates awareness of socio-political context, country-specific focus areas and partner’s interest areas and activities. Research new partnership opportunities and identifies a list of prospective partners, screened against internal due diligence, legal and contracting standards and processes necessary to enter into partnerships.
Partner Relationship Management and Strengthening: Develops effective relationships with existing partners by responding to and/or escalating needs of stakeholders within own scope of responsibility. Explores new areas to augment or scale-up existing activities with partners, in collaboration with WFP colleagues and partner stakeholders.
Resource Mobilization: Ensures that all colleagues (CD/DCD, programme, finance, BPO, etc.) understand the terms of contract and partner commitments made by WFP. Analyses relevant information and prepares briefs to raise resources for operations and negotiates contribution. Ensures and oversees timely registration, maintenance and updating of contributions and forecasts, aiming for accuracy and conformity with partner’s documentation and WFP’s rules.
Analysing and Using Information/Data: Identifies relationships within data and provides insights to enable discussions and inform actions with partners. Uses data analysis visualization to draw out fact-based insights and develop powerful narratives within own area of responsibility. Leverages insights from multiple sources of data to identify trends, determine interrelationships among multiple issues and identify innovative solutions that impact partnerships.
Positioning WFP for Partnership: Research opportunities to communicate WFP’s brand. Demonstrates awareness of WFP’s contributions and work with partners in specific contexts.
Compiles inputs for external communication and internal briefing materials.
Business Process Support and Technical Guidance: Identifies opportunities for service delivery excellence to strengthen partnerships. Provides advanced technical support to other business areas. Troubleshoots complex system issues and contributes to the design and implementation of system changes. Provides input into training and support strategy for technical systems users. Demonstrates managerial skills in the delivery of support and guidance.

Through the Country Strategic Plan 2019-23 (CSP), WFP Cambodia is contributing to achieving Zero Hunger through a combination of direct implementation and systems capacity strengthening at national sub-national level. Through the CSP, WFP promotes access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities, whilst strengthening standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP supports national and subnational disaster and climate change risk management and to the national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships. WFP also responds to the acute food security and early recovery needs of vulnerable women, men, girls and boys impacted by recurrent disasters.
Starting in 2024, WFP will shift to a new CSP (2024-28), which is structured along two broad priorities: human capital development with a focus on nutrition and social protection, and systems strengthening with a focus on the national food systems and the disaster risk management system. All of WFP’s activities are underpinned by strong evidence generation efforts to effectively establish needs, advocate for certain programmes or policies, and demonstrate the effects of assistance programmes. In addition, evidence and knowledge generation is becoming an important offering by WFP to its national counterparts.
