According to UN OCHA, the humanitarian crisis in Yemen remains the worst in the world. Nearly eight years of conflict and severe economic decline are driving the country to the brink of famine and exacerbating needs in all sectors. An estimated two-thirds of the population or 21.6 million people require some form of humanitarian or protection assistance, including 17.3 million who are in acute need. [1]

In order to address the dire humanitarian situation in Yemen, the restoration of regular commercial cargo flows into the country is essential. UN Security Council resolution 2216 (2015) decided that “Member States shall take necessary measures to prevent the direct or indirect supply, sale or transfer from or through their territories or by their nationals, or using their flag vessels or aircraft, of arms and related materiel of all types, including weapons and ammunition, military vehicles and equipment, paramilitary equipment, and spare parts for the aforementioned”. [2] In order to facilitate the unimpeded flow of essential commercial items to Yemen, the UN has been requested by the Government of Yemen to provide a monitoring and inspection service to inspect commercial cargo entering Yemen’s territorial waters in compliance with UNSCR 2216 (2015).

The United Nations Office for Project Services (UNOPS) was requested to operationalise and manage a mechanism to oversee the monitoring and inspection services on behalf of the UN and the concerned Member States. The United Nations Verification and Inspection Mechanism for Yemen (UNVIM) is an independent mechanism, executed by UNOPS.

UNVIM has been based in Djibouti, Republic of Djibouti, since January 2016. As of January 2023, UNVIM has issued clearances to more than 1,799 vessels discharging over 38.5 million metric tonnes of commercial cargo toYemen’s Red Sea ports of Hodeidah, Saleef and Ras Isa.

Functional Responsibilities

 

Under the supervision of the Project Manager and the Deputy Project Manager, the Partnerships Specialist – Analysis and Reporting is expected to perform the following tasks:

  • Coordinates inputs to and draft reports related to project activities;
  • Develops appropriate reporting formats to meet all reporting requirements of the Project.
  • Coordinates the finalization of donor reporting with the Partnerships Unit in the UNOPS Hub in Amman and the Project Manager;
  • Establishes a reporting schedule and ensures the timely submission of reports as identified;
  • Provides quality assurance, including data verification, on all reports and information products produced by the project by editing and consolidating all reports prepared by the project;
  • Liaises with the Partnerships Unit in the UNOPS Hub in Amman regarding the dissemination of reports and the accuracy of information included in visibility materials and publications;
  • Drafts briefing notes, talking points and other correspondence related to the project;
  • Produces and updates information products such as maps, charts and info-graphics by turning data into graphical products to convey messages and a storyline as well as support strategic and operational decision-making;
  • Acts as a focal point/central instrument for the collection, analysis and dissemination of information relevant to the project;
  • Organises, designs and analyses datasets relevant to the project;
  • Develops data standards and advises on their application;
  • Understands, documents and ensures the quality of high-value data for accuracy, consistency and comparability;
  • Conducts other duties as required by the Project Manager.

Education/Experience/Language requirements

Education:

  • Master’s degree (or equivalent), preferably in political affairs, international relations, communications, journalism, public relations or related fields, is required.
  • A first-level university degree, preferably in combination with additional 2 years of relevant experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience in political and/or donor reporting, communications, public relations, project development, data Analysis, data visualization and report writing is required.
  • Demonstrated conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases is required.
  • Previous experience in reporting within the UN system or an INGO/NGO in an international setting is required.
  • Experience in the usage of Google suites is desired.

Languages:

  • Fluency in written and oral English is required.
  • Knowledge of another UN language such as Arabic or French is an advantage.

Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
