The Consultant position will be based in Pakistan

In Pakistan, PATH is leading a technical assistance consultancy to support the development of a national multisectoral nutrition proposal, funded by the Lives and Livelihoods Fund (LLF) and aligned with the Government of Pakistan’s PC-I framework. A core component of this work involves ensuring that gender equity, social inclusion, and safeguard standards are meaningfully integrated across all aspects of the project design and delivery framework.

The Gender and Safeguards Specialist will lead the development of the Gender Action Plan (GAP), contribute to social inclusion analysis, and ensure that gender equity is reflected in the Results-Based Management (RBM) framework and proposal narrative. This role will also provide input on relevant safeguards, in line with LLF and IsDB policy requirements, and identify strategies to promote inclusive implementation models across sectors. The consultant will work closely with technical leads on nutrition, climate, MEL, and policy, and will serve as a key contributor to deliverables involving cross-cutting themes.

Consultant Activities:

Gender Assessment and Analysis

• Conduct a desk-based review of gender dynamics affecting nutrition outcomes, with attention to vulnerable groups (e.g., adolescent girls, mothers with disabilities, women in low-resource settings).
• Analyze sectoral barriers and enablers related to gender roles, service access, decision-making, and caregiving.
• Identify gaps in current programming and institutional structures regarding gender equity and inclusion.

Development of the Gender Action Plan (GAP)

• Draft a comprehensive GAP that includes clear objectives, indicators, activities, and implementation responsibilities.
• Align the GAP with national frameworks and LLF/IsDB safeguard requirements.
• Define measurable actions and sex- and age-disaggregated data needs across project components.

Integration into RBM and Proposal Design

• Provide inputs to the Theory of Change, Logical Framework, and PMF to ensure integration of gender indicators and outcomes.
• Support inclusion of gender-responsive budgeting and risk mitigation strategies.
• Draft narrative sections on gender and inclusion for incorporation into the proposal.

Cross-Functional Collaboration

• Coordinate closely with the climate, nutrition, and MEL teams to ensure cohesive integration of gender and inclusion themes.
• Provide inputs during proposal drafting, revision, and stakeholder consultations.
• Participate in technical meetings and contribute to internal and external review processes.

Requirements:

• Bachelor’s or Master’s degree in a gender-related field is preferred
• At least 2 years experience in the development sector ideally at the intersection of health and gender
• Experience working with government and international partners preferred
• Experience with conducting gender assessments and proposal writing preferred
