About Us:

CLCAC was established over 39 years ago in Burketown to represent the rights & interests of Traditional Owners. Our members are drawn from nine language groups whose traditional lands & waters are located in the southern Gulf of Carpentaria. As the recognised Native Title Service Body for the Southern Gulf of Carpentaria region, CLCAC performs statutory functions in accordance with the provisions of the Native Title Act 1993. An elected Board determines the Organisation’s priorities and monitors the progress of native title applications and oversees operational activities and general governance.

CLCAC supports native title, Prescribed Body Corporate (PBC) Economic Development, Land & Environment and Indigenous Ranger programs in Burketown, Normanton, Gregory & Mornington Island.

The Opportunity:

Under the direction of the Capacity and Economic Development Manager, you will be responsible for coordinating and driving Prescribed Body Corporate (PBC) capacity building and business development support projects, as well as native title, future act and cultural heritage activities, in a professional and timely manner.

The successful applicant for this role will be someone with relevant tertiary level qualifications, who is dynamic, relationship and outcome focused with excellent communication skills and who shares our core values. Your work will support our vision and contribute to the delivery of our key objectives.

We require the assistance of a dynamic PBC Capacity & Economic Development Project Officer to join our team. This position will be responsible for:

  • Must hold Tertiary qualifications in a relevant field of study either in Business, Law, Social Sciences and/or Australian Indigenous Studies;
  • Assisting with ensuring PBCs have provided instructions to legal representatives in relation to the preparation of objections and responses to notifications received under the future act regime of the Native Title Act 1993;
  • Providing project management assistance to native title claim groups and PBC’s;
  • Supporting PBC’s to implement appropriate governance frameworks;
  • Preparing proposals, submissions and grant applications as required;
  • Aiding the coordination of cultural heritage surveys in response to mining and other economic proposals;
  • Assisting with implementing economic development, business development, capacity building and governance initiatives;
  • Undertaking consultations with Traditional Owners and key stakeholders; and
  • Completing research tasks and draft correspondence as requested.

The ideal person for this role must be a critical thinker; can manage multiple projects; is relationship and outcome focused; has some experience in working with Traditional Owner groups accompanied by excellent written and communication skills.

This position entails showcasing the following capabilities:

  • Demonstrated expertise in collaborating with Aboriginal communities.
  • Commitment to, Indigenous economic development and capacity building with an ability to identify and facilitate development opportunities.
  • Proficient Project Management skills.
  • Understanding of Native Title and Prescribed Body Corporates is required.
  • Strong analytical and written skills including the ability to complete quality reports and grant applications.
  • The ability to be able to travel and stay in remote Indigenous communities are a regularly.

What We Offer:

This is a full-time position based in Cairns, with some travel throughout the Lower Gulf of Carpentaria region.

  • Salary Range Level 3.1 to Level 3.4 Professional Salary plus super per annum to be negotiated depending on qualifications and experience;
  • CLCAC is a Private Benevolent Institution: Salary Sacrifice arrangements and Meal Entertainment Benefit are available;
  • Generous Leave entitlements including 5 weeks annual leave and up to two weeks paid Christmas shutdown;
  • Generous Long Service Leave entitlement of 13 weeks after 7 years of continuous service.
