The Peacebuilding (Community Safety) Officer is responsible for the daily operations of the Community Safety Unit under the supervision of the Project Manager and will support the implementation of DRC’s Community Safety activities, including mobilizing civil society networks, strengthening the capacities of civil society and community groups on social cohesion, conflict analysis, conflict management and peace advocacy through training, facilitating in-person and online community dialogues on social issues, supporting community initiatives and advocacy/awareness campaigns.

Your main duties and responsibilities will be:
Responsibilities:
Programming:

  • Plan and implement Community Safety (CS) project activities under the supervision of the Project Manager (PM), including any preparatory activities;
  • Identify CS project beneficiaries through DRC assessment tools and based on relevant selection criteria;
  • Conduct actor mappings, conflict analysis and other assessments as required;
  • Regularly monitor CS project activities and provide timely inputs and feedback to the PM (including challenges and concerns);
  • Ensure that all CS project activities are clearly documented as per DRC’s procedures and requirements;
  • Provide advice and support to CS project beneficiaries (through the hotline or on the spot) and ensure appropriate follow-up to any cases referred to the unit through the beneficiary feedback mechanisms;
  • Establish and maintain good relationships with local authorities, community leaders, communities, civil society (including youth groups and women groups) and other relevant stakeholders.

Reporting:

  • Contribute to the development of quality and timely reports on CS project activities;
  • Contribute to activities being conducted as part of the monitoring, evaluation, accountability, and learning (MEAL) plan, in coordination with the Monitoring and Evaluations Officer
  • Produce case studies and success stories of individuals/groups/organizations/communities benefitting from the CS project activities as required;
  • Provide regular updates to the PM, including challenges encountered, in the agreed format;
  • Promote a culture of learning with the team and actively share good practices and lessons learned.

Representation:

  • Develop and strengthen relationships with local authorities, communities, civil society, partners and humanitarian actors in Benghazi in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders;
  • Represent DRC’s Community Safety unit in external meetings;
  • Attend field-level meetings when required and provide detailed reports to the PM.

Operations:

  • Ensure the preparation of required documentation for the procurement of goods and services in compliance with DRC requirements and delivered in a timely manner.

Other:

  • Conduct any other duties as may be assigned by the PM;
  • Conduct duties in accordance with DRC Libya programme Standard Operating Procedures (SOPs);
  • Conduct duties in accordance with the DRC Code of Conduct;
  • Make sure to spread a positive image of DRC and its activities by explaining what DRC is doing and why DRC operates in that way;
  • Uphold the highest standard of confidentiality when managing records to ensure beneficiary dignity and privacy.

About you:

  • Minimum 2 years of experience working with a non-governmental organization on project implementation.
  • University degree in social science, political science or a related field.
  • Demonstrated experience working directly with communities, civil society, local authorities, and community leaders.
  • Good understanding of the conflict dynamics and security landscape in Benghazi;
  • Previous experience working on conflict prevention/social cohesion/peacebuilding desired.
  • Previous experience working with youth and/or women groups, both in person and online (e.g., online dialogue, social media campaigns) desired;
  • Good level of computer literacy.
  • Strong organizational and time management skills.
  • Strong interpersonal skills and ability to maintain good communication channels with relevant stakeholders.
  • Excellent writing and communication skills in English and Arabic.
