The People and Culture (P&C) Manager provides strategic and technical leadership on human resource management in WVI Laos and ensures that we are able to recruit, develop, and retain people who will realize our mission to reach and serve the most vulnerable children in Laos. The People and Culture Manager leads processes in the country to ensure WVI Laos is able to develop and maintain a high performing and inspired workforce and that all our policies and processes meet the highest ethical standards on human resource management.

Major Responsibilities

I. Strategic Leadership

  • Work with the National Director in the development and implementation of the People and Culture Strategy for the National Office aligned with the Regional and Global People& Culture strategy of World Vision

  • Lead the People and Culture Team to ensure that high quality human resource management and services are provided for each staff, each programmed, and each team throughout the full cycle of projects/programmes, services, and contracts.

  • Assist the National Director to create an effective organisational structure that will facilitate the attainment of the organisations strategy in Laos

  • Work with the ND and SLT in promoting a work culture that values World Visions Christian identity but mindful and respectful of the religious, cultural diversity and political sensitivities in Laos and prioritizes the delivery of our mission to serve the most vulnerable children.

  • Work with the SLT in facilitating organisational change management and development processes ensuring that the interests and well-being of staff are well taken into account and that the change process results in more inspired and high performing staffing outlay

  • Lead the implementation and enhancement of global and regional P&C initiatives at WV Laos.

  • Establish good working relationships with the local authorities to ensure WV Laos activities are implemented in accordance with WV practices but also aligned with legal parameters

  • Build a good network within Laos to keep WVI Laos up to speed on developments, ensure we are among the preferred employers in development and humanitarian sector in the country, and ensure that WVI Laos contribute to raising the standards of human resource management in the sector.

  • The P&C Manager is the main representative of WVI Laos in all WVI P&C engagement in the East Asia Region and in the Global Center.

II. Human Resource Management

  • The P&C Manager leads the P&C Team in ensuring the highest standards of policies and processes in managing the full human resource management cycle for each staff, each team, each project.

  • The P&C Manager is responsible for HR Management for both local and international staff, as well as for Consultants and Volunteers, working closely with the WVI East Asia Regional P&C Team and the Global Center.

HR Management System

  • Ensure that WVI Laos has established policies and procedures on recruitment, staff supervision and monitoring, salary and benefit administration, staff development and wellbeing promotion, and exit processes that are aligned with WVI standards and compliant with the related Laws of the Government of Laos.

  • Facilitate the development and regular update of a Staff Handbook that will serve as a guide for staff in their employment in World Vision in Laos and a Staff Induction Kit that will enable staff to begin confidently in their new roles in WVI Laos.

  • Review systems and policies on a periodic basis to ensure the system is responsive to the P&C needs of WVI Laos

Recruitment

  • Provide leadership and supervise the recruitment processes with P&C Business Partners in collaboration with Heads of Departments or Teams requiring the recruitment, as well as with Support Offices or other partners as the case may be

  • Ensure that Hiring Managers complete good quality Job Descriptions that will guide the selection of qualified candidates and will also serve as a basis for managing the recruited personnel. Job Descriptions are also the basis for evaluating the job grade and consequently the salary and benefit allocations for the post.

  • Ensure that each recruitment follows established ethical standards and results to the recruitment of candidates that best qualifies for and fit the job

  • Ensure that Offers are made in accordance with established Salaries and Benefits guidelines of WV Laos

  • Ensure that the P&C department has complete recruitment documentation (from staff requisition to filled signed contracts).

Staff Support, Supervision and Monitoring

  • Work with the SLT and Department Heads on a sound line management structure that will ensure that each staff is supervised, supported, and developed

  • Ensure that WVI Laos has sound staff induction procedures and that these are implemented across the organization

  • Ensure cultural integration of international staff in the team

  • Ensure all staff comply with required staff reporting in WVI.

  • Strengthen Line Managers ability to be effective in their work of supporting and growing staff

Performance Management

  • Lead the implementation of WVI performance management system.

  • Support Line Managers in facilitating performance improvement plans for underperforming staff

  • Ensure WVI Laos has a way of recognising outstanding performers balanced with a general acknowledgment of the team and interdepartmental efforts that lead to success

Training/Learning and Development

  • Lead efforts for raising professional and personal competencies of the WVI Laos staff

  • Develop a plan with Line Managers and the SLT in coordination with the EA Regional team on coordinated staff capacity building and talent development programme for WVI Laos.

  • Work with SLT and SMT on succession planning and developing senior leaders

Reward and Benefits Administration

  • Ensure a professional approach to job evaluation, performance management, promotions, and salary administration are in place with tools and guidelines approved by the RO P&C

  • Network with other organisations and corporate institutions that WV Benchmarks itself against to ensure WV Laos terms and conditions for staff remain competitive.

  • Conduct annual review of salary and benefits and recommend adjustments for the approval of the ND and as the case may be, by RO.

  • Be aware of context dynamics that influence the reward system in WV and ensure information is shared appropriately

Employee Relations

  • Ensure all staff have a good understanding of WV Mission, Vision and core values.

  • Ensure the understanding regarding of following World Visions Partnership Management Policies/Partnership Policies, and of any other global WV Partnership Management policy that comes up in the future.

  • Foster a trusting and transparent employee-employer relationship

  • Facilitate conflict resolutions consistent with WV values and polices.

Promotion of Staff Well-being

  • Oversee development and implementation of WVI Laos plans to ensure we are compliant with our duty of care standards in World Vision

  • Ensure a safe and pleasant work environment, conducive for staff productivity and sense of team work

  • Facilitate initiatives that promote staff sense of belonging and joy in the workplace celebrations of success, anniversaries, birthdays, joint efforts to support staff in situations of distress, joint efforts to address common issues or objectives, team building activities, rest and recreation activities and others

  • Ensure that a feedbacking mechanism on staff wellbeing is in place and issues that arise are addressed.

Organisational Planning and Development

  • Work with the ND and the SLT in ensuring that WVI Laos has an adequate staffing structure that will ensure delivery of the WVI Laos mission and strategy

  • Guide and support Department Heads, Team Leaders, Operations and Project Managers, and the SLT in strengthening their staffing structures or in planning staffing structures for new projects/initiatives

  • Work with the ND and the SLT in facilitating organisational development activities that addresses issues such as succession and retention, talent development,organisation design work flow efficiency and change management.

P&C Administration and Management

  • Lead the efficient and effective running of the P&C Department ensuring that all P&C operational areas are being effectively managed and that the P&C team are able to deliver the required services to WVI Laos including administration of salaries and benefits recruitment, talent development and staff capacity building, and promotion of wellbeing.

  • Lead the implementation of contextualised global, regional and WV Laos P&C initiatives.

  • Provide strategic support and guidance to the P&C business partners, in particular on systems and procedures

III. Risk Management

  • Lead risk management in the P&C Department

  • Manage P&C responsibilities, minimize legality and risk and ensure alignment with local labour laws in all areas of our operations.

  • Reduce risks of project delivery delays and underspending due to delays in recruitment or replacement of staff

  • Reduce risks of low-quality project delivery due to recruitment of staff who are not fit for the role or who are not adequately managed and supervised.

  • Ensure that staff relations are managed well to promote goodwill and trust

Required Professional Experience

  • A minimum of 7 years experience in Human Resources Development with a significant understanding of all areas of HR management and OD practices.

  • Experience in leading and managing in an operating and organizational context undergoing many changes in complex contexts.

  • Ability to function in a cross-cultural environment.

  • Experience in a complex international organization (preferably in an INGO context).

  • Experience in emergency response including (National Office normal operation and emergency) is desirable.

  • Experience in working in a restricted context added advantage.

  • Excellent interpersonal skills.

  • Expert knowledge of local labour legislature.

  • Bachelor’s Degree in Human Resources Management or Psychology, Leadership Development or any other related field.

  • Trainings in human resource management
