For every child, a Champion!

As People and Culture (PC) Specialist, you will be part of the regional People and Culture team in the East Asia and Pacific Regional Office in Bangkok, Thailand. Under the supervision and guidance of the Regional Chief of People and Culture, you will support Country Offices in the region and sections in the Regional Office in managing people effectively and building a conducive working environment for employees. You will also take the lead in some technical workstreams in people and culture management in the region. As People & Culture Specialist, you will be expected to carry out the responsibilities independently, with minimal oversight, to deliver the results in accordance with the vision set forward by the leadership of the office and the global People and Culture function.

 

How can you make a difference? 

As People and Culture (PC) Specialist, you will be accountable for implementing people and culture management services that enhance the capacity of clients to deliver on business goals and objectives to ultimately support vulnerable children. In doing so, you will demonstrate the ability to anticipate PC-related needs and develop subsequent plans and solutions that align people and culture management with business objectives of UNICEF in East Asia and Pacific. You may also manage volunteers and/or consultants to deliver the expected results.

 

Summary of key functions/accountabilities:

 Business Partnering

  • Serve as the single point of contact for your client portfolio on advice pertaining to all aspects of the employment life cycle
  • Provide accurate and timely advice to clients on PC processes and policies, ensuring the highest level of client-orientation.
  • Proactively advise clients on the resolution of people and culture issues ensuring equitable and transparent solutions that protects both the staff and organizations interests in accordance with policies, regulations and procedures.
  • Promote the organizational goals and targets for the whole of diversity, equity and inclusion, and people-centric culture.

 Strategic People and Culture Management

  • Liaise with the HQ Divisions, regional and country offices to support and contribute to corporate PC strategy formulation and global implementation. Provide feedback and make recommendations on the establishment and improvement of PC systems, policies and processes.
  • Keep abreast, research, benchmark, and implement best and cutting-edge practices in PC management and contribute to the development of global policies, procedures and introduce innovation through sharing of best practices and knowledge learned.

Implementation of assigned People and Culture Services

  • Provide support to various PC occupations (recruitment, job classification, career development, performance  management, data analytics, learning & development, etc.) to implement efficient client services that help attract, retain and/or motivate, and develop staff of the highest caliber.
  • When assigned casework in the relevant area on either a routine or non-routine basis, analyze and synthesize issues and problems, and interpret established, formal guidelines to address and recommend solutions or further actions required.

Learning and Capacity Development

  • In collaboration with business owners, design and deliver learning plans for staff to enhance their knowledge and build skills in new areas.
  • Contribute to the mapping of competencies for all staff in assigned client portfolio, assisting in the development of a comprehensive framework in support of the development of the talent pipeline.
  • Recommend efficient and cost-effective learning products which strengthen staff capacity to contribute effectively to business goals.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.
  • Provide orientation briefings to new staff.
  • Provide day-to-day performance and talent management guidance to line management (e.g. coaching, counseling, career development, career conversations, and disciplinary actions).

People & Culture Data Analytics

  • Interpret and analyze PC data to help inform strategic decision making on PC processes and strategies; promote data story telling.
  • Support the improvement of data literacy among the PC community in the region and among wider workforce.
  • Develop data collection systems to optimize data quality; apply artificial intelligence (AI) and automation to increase business efficiency.
  • Coordinate with country offices and partners to provide assistance in their PC information management.

 

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: An advanced university degree in human resource management, business management, international relations, psychology, social sciences, or another related field is required.
  • Work Experience: At least five years of increasingly responsible professional experience in human resource management/people and culture in an international organization and/or large corporation is required. Relevant experience with UNICEF/UN system will be advantageous.
  • Required Skills: 

    Strategic: 

  • Experience and ability to implement targeted and innovative human resources strategies to address clients’ people-related needs.
  • Ability to embrace changes and technological advances, and implement innovative PC programs within a fast paced, evolving, and wide organizational setting.

        Technical

  • In-depth technical knowledge of the principles and concepts of human resources management.
  • Ability to identify and analyze systemic issues, formulate opinions and make conclusions and recommendations to resolve same.
  • Excellent knowledge of organizational and PC information technology systems and tools.

      Interpersonal and Communication

  • Demonstrated ability to communicate effectively in a diverse organization tailoring language, tone, style and format to match audience.
  • Ability to empathize with client managers, supervisors and staff while advocating for consistent and equitable applications of promulgated PC regulations and rules.

 Language Requirements: 

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a language of the EAP Region is added advantage.
