In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child, and it was enacted immediately.  Since then, the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes:  HealthNutritionWater, Sanitation and HygieneBasic Education, and Child protection.

Under the supervision of the Chief, People and Culture, the People and Culture Specialist leads the HR Business Partner Unit (serving 350 staff at Yemen CO). The HR Business Partnering oversees the Talent Acquisition and Service Delivery pillar within the People Management (HR) Unit and is focused on providing pro-active strategic advice, guidance and end-to-end service delivery to its internal clients. The pillar is responsible for talent sourcing, recruitment, onboarding, benefits and entitlements, offboarding, and similar client service. Reporting to the Chief, People and Culture, the Specialist will provide the necessary oversight and management of the HRBP team, workplans and workload, performance, coaching, guidance and development of the team to ensure the pillar delivers on its mandate. Furthermore, the People and Culture Specialist will also be acting as the OIC for the Chief, People and Culture.

How can you make a difference?

In order to better deliver on the Global HR Strategy and the YCO strategy focused on people management, capacity development, and cultural change, the YCO People Management (HR) Unit is centered around two pillars: HR Business Partnering, Talent Acquisition and Service Delivery and HR Center of Excellent: Talent Development, Performance and Culture. This position leads the HR Business Partnering and Service Delivery team which is focused on providing proactive strategic advice, guidance, and end-to-end service delivery to internal clients in areas such as recruitment and selection, onboarding and orientation, benefits and entitlements, data monitoring and reporting, and offboarding.  The lead is responsible for overseeing and leading the team, including work planning and monitoring, performance management, coaching, and professional and career development of team members.

Education: An Advanced University Degree in human resource management, business management, international relations, psychology or another related field is required.

Work Experience: At least five years of increasingly responsible professional experience in human resource management in an international organization and/or large corporation is required.

Experience in end to end service delivery and HR business partnering is required.

Experience in developing and implementing new policies, procedures, practices and/or systems is an asset.

Experience in HR in emergencies is an asset.

Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Skills:

Experience and ability to implement targeted and innovative human resources strategies to address clients’ people-related needs.

Ability to implement innovative HR programs within a fast paced, evolving, and wide organizational setting.

In-depth technical knowledge of the principles and concepts of human resources management.
