Objective:
The purpose of Monitoring, Evaluation, and Learning Support Activity (MELSA) is to provide monitoring, evaluation, and collaborating, learning, and adapting (CLA) support services to the USAID/BiH Mission. The goal of the Activity is to elevate Mission MEL systems and capacity for accountability, learning, and adaptation across the Mission portfolio to the next level and thereby maximize development impact.

This is a full-time position for the duration of the activity, and will be based in Sarajevo, BiH, contingent upon contract award. The expected project duration is a period of 5 years.

The anticipated award date is October 30th 2024, but please note that this date is subject to change per USAID’s discretion.

Position Description:
SI is seeking a Performance Management Specialist to provide leadership and oversight for the USAID/BiH mission and other implementing partner staff for the Mission’s Performance Management Plan (PMP).

Responsibilities:

  • Assisting the USAID/BiH Program Office and technical teams in planning and facilitating brainstorming sessions for USAID technical teams and IPs to reach consensus on indicators, targets, and data collection methods.
  • Conducting performance reviews and collecting and analyzing data.
  • Supporting the formulation of methodologies in extrapolate proxy baseline figures in cases where formal baseline data had not been collected, as well as revising of targets.
  • Engaging in necessary data collection efforts to ensure that high quality data is presented on all PMP indicators.
  • Recommending indicators to measure outputs, outcomes, and, in case of attribution, impacts.
  • Facilitate Data Quality Assessments (DQAs) through assistance to Mission staff.

Qualifications:

  • Master’s degree or higher in the field of International Development, Economics, Public Policy, Statistics, and/or other relevant field.
  • Minimum eight years of progressively more responsible experience in the design and management of indicators, M&E plans, performance targets, data quality assessments, data collection, analysis, and reporting.
  • Previous experience providing guidance in the development and updating of performance management plans.
  • Experience with creating and managing performance indicator tracking systems/databases.
  • Experience using performance monitoring data for the improvement of ongoing project/activity management.
  • Extensive experience in drafting indicators.
  • Familiarity with USG policies related to performance monitoring.
  • Prior experience working with USAID required.
  • Familiarity with key issues in BiH that are the focus of the mission, specifically increasing governmental accountability to citizens and improving socio-economic conditions, required.
  • Exceptional proficiency in written and spoken English and fluency in written and spoken Bosnian required.
  • Sectoral experience in anti-corruption, democracy and governance, economic growth, health, gender, and or education preferred.
