PROJECT BACKGROUND
Peru’s progress in advancing the implementation of its climate policy has been slow, with the country’s greenhouse gas (GHG) emissions, excluding land use, land-use change and forestry (LULUCF), increasing by 90% from about 54 MtCO2eq in 1990 to 109 MtCO2eq in 2021. Simultaneously, Peru’s economy and its population are highly vulnerable to climate change, especially water and food insecurity.
Peru faces significant barriers in addressing climate change, including limited institutional capacity to integrate environmental, social, and climate considerations into financial planning and public debt tools; local financial sector unable to effectively screen and mitigate climate risks; a lack of mechanisms to integrate climate change considerations into PPPs; and constrained institutional ability to tap into international climate funds like the GCF. These challenges affect governmental entities such as MEF, MINAM, SBS, and SMV, as well as local financial institutions and infrastructure planning bodies. As a result, the country’s climate action, sustainable development, and infrastructure resilience efforts are hindered, making it more vulnerable to the impacts of climate change.
GGGI program aims to support the Government of Peru’s Ministry of Economy and Finance, Directorate of International Economics, Competition and Productivity Affairs (GCF Nationally Designated Authority, NDA) to boost climate finance efforts by delivering a set of complementary workstreams:
- Workstream 1: Building the institutional capacity of Ministry of Economy and Finance, Ministry of Environment, and the Superintendence of Banking, Insurance and Private Pension Funds Administrators (SBS) to integrate environmental, social and climate change considerations into public debt instruments, financial planning and regulation.
- Workstream 2: Greening Peru’s private banking sector.
- Workstream 3: Developing a strategic framework for low-carbon, climate-resilient public-private partnerships (PPPs).
- Workstream 4: Accelerating access to the Green Climate Fund.
OBJECTIVES OF THE ASSIGNMENT
The NDA Liaison will support the GCF NDA and GGGI in the engagement and coordination with project´s stakeholders by facilitating communication, assisting meetings and events preparation, drafting formal correspondence, meeting notes, project presentations and executive summaries as needed to build country and stakeholders’ ownership and advance with the implementation of the project.
DELIVERABLES AND PAYMENT SCHEDULE
This is a daily-fee, full-time position. The NDA Liaison will be expected to work a 40-hour work week. The consultant will adopt a hybrid work model, spending three days each week on-site at the Ministry of Economy and Finance, specifically within the Directorate of International Economics, Competition, and Productivity Affairs.
The consultant will be responsible for the following activities and tasks:
- Cultivate and maintain robust relationships with the Ministry of Economy and Finance, the Ministry of Environment, and other project stakeholders.
- Facilitate effective communication and coordination between the NDA and GGGI.
- Support the NDA and GGGI in the engagement with project stakeholders;
- Aid in organizing meetings and workshops for the NDA, ensuring seamless execution and participation.
- Coordinate event logistics, including setting agendas, issuing invitations, following up with participants, creating presentations, and documenting meeting minutes.
- Craft formal letters, presentations, and executive summaries to streamline communication with external stakeholders, such as the GCF, international entities, partners, and beneficiaries.
- Manage and regularly update a repository containing all documents and materials related to the GCF Readiness project.
- Facilitate the NDA’s timely response, review, validation, coordination, and approval of work products and deliverables.
- Create and update a comprehensive pipeline detailing GCF-funded projects, including focal points and principal activities.
- Produce written reports, compile statistics, and draft business correspondence in both Spanish and English as required.
- Provide support to the General Directorate by evaluating, analyzing, and reporting on matters as requested.
- Support the NDA to identify synergies and complementarities with other GCF- and donor-funded projects.
EXPERTISE REQUIRED
- University degree (Bachelor’s degree or equivalent) in social science, political science, international development, natural sciences, engineering or related areas;
- Preferably 3 years of relevant professional experience;
- Fluency in Spanish and English is required.
