Qualifications

PURPOSE OF THE POSITION

The purpose of this position is to provide technical support in improving the performance of health services delivery by adapting policies related to the essential medical products, and strengthening medical supply systems that promotes access to quality-ensured medical products within the context of achieving Universal Health Coverage. The incumbent, should ensure the well-functioning of medical product supply chain management, rational selection and use, distribution and storage, etc.

 

DESCRIPTION OF THE DUTIES 

1.          Contribute to the planning, formulation, implementation, monitoring and evaluation of the medical supply chain activities and stock management.

2.          Contribute to the strengthening of the regulatory system of medical products and implementation of good regulatory practices through provision of technical assistance and capacity building.

3.          Collaborate with the WHO team and MoH on quality control and assurance systems for procurement, supply chain management, distribution. and storage, including cold storage of medical products and issues related to access of quality assured medical products, market intelligence, pricing and the appropriate use of medical products at the various health care levels.

4.          Provide technical insight for the upgrading and automation of the warehouse management capacity at the central and peripheral level.

5.          Develop and update the national essential medicines list for the country.

6.          Collaborate with other colleagues at the WCO to conduct national capacity building activities in the area of regulation of medical products including pharmacovigilance and supply chain management of medical products including procurement systems.

7.          Recommend ways to improve medical device management in health care facilities, in compliance with WHO standards and guiding documents.

8.          Coordinate the publishing and dissemination of information, documents and guidelines on best practices and coordinated efforts pertaining to the various technical activities.

9.          Review the detailed engineering designs and determine whether construction activities have followed the design in relation to environmental and social aspects.

10.       Identify negative environmental and social impacts created by the construction/operation of sub-projects and propose appropriate mitigation measures.

11.       Provide recommendations for corrective measures –where required– to offset or reduce adverse environmental and social impacts.

12.       Manage the implementation of the supply management tools and systems, propose different options of an adapted Supply Chain Management strategy to the IMS Coordination team, as needed.

 

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Pharmacy.

Desirable: Master’s Degree in public health.

Experience

Essential: At least 5 years’ experience in a related field of managing pharmaceutical products.

Desirable: Relevant experience in WHO or UN organizations.

Functional Knowledge and Skills

–             Very good technical knowledge in the field of medical products.

–             Demonstrated knowledge about WHO Programme on Essential Medicines and Health Technologies.

–             Understanding of the concepts of access to medical products, supply chain management, rational selection, and use.

–             Knowledge of WHO and/or UN procurement procedures.

–             Ability to write reports, oral presentations and technical and advocacy documents.

Essential: Expert knowledge of English and Arabic.

REMUNERATION

Remuneration comprises an annual base salary starting at JOD 47,203 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
