We are looking for a Country Programme Manager to establish a new peacebuilding programme for Cord in the Philippines.
We need a pro-active manager to lead project delivery and establish Cord’s presence in the Philippines. The Country Programme Manager will have responsibility for operations and programme management alongside programme development and will be a member of the extended global leadership team.
We are looking for an inspirational leader with a proven track record in management and delivery of peacebuilding projects, alongside experience of partnering with civil society organizations in the Philippines. This role will require the drive and skills to establish and manage Cord’s operations in the Philippines
Key Responsibilities
Operational Management
- Start-up Cord’s operations in the Philippines, open a country office and recruit a team.
- Ensure Cord’s Operations in the Philippines are implemented in a compliant way and to a high standard.
- Lead Financial operations including preparation of the annual Cord Philippines country budget, maintenance of a 3-year budget horizon and input to proposal budgets to ensure project and organisational costs are well planned for
- Implement routine internal audit functions and undertake occasional spot checks
- Actively engage with the Leadership Team and Programme Development Group about programme and operational resource needs
- In consultation with the Leadership Team be responsible for operational areas including Health and Safety, security, IT, Facilities and safeguarding
Programme Management
- Drive implementation to ensure the programme delivers results that contributes to Cord’s global strategy
- Hands on implementation of some project peacebuilding activities
- Donor reporting, & project budget management
- Ensure timely project documentation in compliance with Cord and donor requirements
- Build & maintain strong partner relationships and facilitate partner capacity development
- Lead on Cord’s Organisational monitoring, Evaluation, Accountability and Learning (OMEAL) approach in the Philippines
- Lead on external communications and visibility actions to raise Cord’s profile.
Programme Development
- Lead on shaping and implementing Cord’s strategy and programme in the Philippines, including designing programme concepts, identifying funding opportunities & securing new programme funding
- Actively prepare submissions & funding proposals Liaise with priority donors in collaboration with the Regional Representative & PDG to maintain and establish strong relationships
- Work in close coordination with the SEA regional programmes team
- Take responsibility for the financial feasibility of the programme and ensure financial sustainability.
Team Leadership
- Participate in the Global Extended Leadership Team (ELT) to support Cord’s Strategic Priorities
- Provide inspiration, encouragement, direction & leadership to the Cord Philippines team
- Lead on Cord’s values & culture by personally modelling these to the Cord team & external stakeholders
- Represent Cord Philippines with authority and professionalism both externally and internally
- Ensure human resource efficiency and quality output, manage the team structure strategically to meet resourcing needs, identify development opportunities and capacity gaps.
QUALIFICATIONS
KNOWLEDGE
-
Extensive understanding of the contemporary socio-political context of the Philippines.

Post-graduate qualification in Peacebuilding and/or Human Rights.

Familiarity with a wide range of international development actors, their mode of operation and their policy instruments.

Detailed understanding of collaborative processes, principles of relationship management and the formation of partnerships.
EXPERIENCE
- A strong peacebuilding background with hands on peacebuilding programming, implementation and facilitation experience in the Philippines
- Experience in supporting civil society and individual freedoms, preferably in the Philippines
- Previous experience leading teams in an international development/peacebuilding setting with a minimum of 3 years in a senior programme management role
- Experience in managing complex multi-donor funded programmes
SKILL/ABILITIES
- Peacebuilding facilitation and analysis skills including running workshops using peace and conflict analysis tools
- Ability to develop, and follow through HR, administrative, logistical and financial systems with staff
- Financial management skills, with proven ability to develop and manage budgets
- Proven ability at designing projects and writing donor proposals and reports
- Ability to enhance staff capacity and coach staff in cross-cultural context
- Demonstrated capacity to develop and promote shared values, a common perspective, respect and trust
- Demonstrated communication, leadership and influencing skills
