  1. Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

UN Women’s Country Office based in Dili, Timor-Leste, works to accelerate the advancement of gender equality and the empowerment of women through the strengthening of strategic partnerships, technical and policy advisory services and advocacy with governmental, inter-governmental, civil society partners and youth. In addition, UN Women CO is charged with leading and coordinating the UN system’s work on gender equality, including through ensuring accountability for results

Duties and Responsibilities

  1. Objective of the assignment

Reporting to the Head of Office and Communications Officer, the Photographer and Videographer will be responsible for assisting the visual communications and visibility strategies to increase awareness of UN Women mission, with partners, the media and the public. The selected candidate is required to capture and document UN Women events in the field, work closely with the Communication Unit to create a storyboard focusing on advocating specific messages from programmes in the CO. During the field missions, the selected candidate is expected to capture footage from events to develop video advocacies.

 

The Photographer and Videographer works in close collaboration with the Communication unit, consisting of the Communication Officer, Communication Assistant and Social Media Consultant in the Country Office, HQ/Regional communications teams, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society.

 

  1. Scope of work

Following UN Women’s communication guidelines and under the direct guidance and supervision of Country Head of Office and Communication Officer, Photographer and Videographer will undertake the following key tasks and other responsibilities as may be assigned:

 

Photography:

  • Document UN Women events and activities in the fields in high quality photos
  • Capture high quality photos that can later be used in other advocacy efforts
  • Ensure photos are organized and stored in UN Women cloud/files in accordance with each program and quarter
  • Undertake photos for UN Women advocacy and research use

 

 

Video

  • Draft content outline and storyboard, integrating feedback and comments from UN Women on the drafts and rough cuts to produce final products.
  • 1 highlight of 3-minute video showcasing progress of Timorese women’s leadership/15 Timorese women and girls of the year (IWD celebration in March video)
  • Including plans/storyboard for producing 2-3 minutes advocacy video at every international celebration event (16 Days Campaign, National Women’s Day, Rural Women’s Day, Pride Month, International of People with Disability, and etc)
  • Deliverables meet technical standards of HD broadcasting
  • Include English and Tetun translations in videos whenever necessary
  • Ensuring the design of the materials is consistent with UN Women communication guidelines
  • Ensuring the deliverables meet technical standards
  • English and Tetum subtitles are added in the video
  • Gestural translation to be included in every UN Women video
  • All footage should be shot HD (16:9) 1080p50 or 1080p60
  • Compression H.264/MPEG4 or better video at 12000kbps (minimum) or high-definition broadcast quality

  1. Duration of the assignment

The duration of the contract assignment will be from 3 June 2024 to 2 June 2025. The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

 

  1. Inputs

UN Women will provide the consultant with the materials for the assignment, and cover transportation for the district-based travel and related daily subsistence allowance (DSA).

Required Skills and Experience

  1. Payment terms Schedule of Payment

Payment in full upon final submission and satisfactory outputs/products in accordance with specified requirements.

Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables will be reviewed and approved by UN Women. The period of the review is one week after receipt.

  1. Performance evaluation

The selected candidate’s performance will be evaluated based on: timeliness, responsibility, creativity, initiative, communication, accuracy and quality of the products delivered. 

  1. Required experience and qualifications

Education:

  • Minimum University Degree
  • Diploma in Film Studies/Film Production/Photography will be an added advantage.
  • Relevant degree/diploma/certification in translation will be an advantage.

Experience:

  • Over 2 years of experience in video and photography editing, conceptualization, scripting, editing and basic motion graphics and illustration skills.
  • Ability to create engaging, simplified content through photography, animation and live action.
  • Experience in scripting, story boarding and creating films for the development sector.
  • A sound understanding of recording and documenting online conversations.
  • Should have their own software and equipment for the project.
  • Preferred: Experience in translation and subtitling.
  • Ability to work in close coordination with other team members.

Language:

  • Fluency in written and spoken English and Tetun.

Evaluation

Applicants will be evaluated based on the Cumulative analysis.

  • Technical qualification (100 points) weight; [70%]
  • Financial proposal (100 points) weight; [30%]

A two-stage procedure is used in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

 Only the candidates who fit the minimum requirements will be longlisted, and may be requested further documentation. Candidates with a minimum of 70% of total points will be considered technically qualified candidate.

Financial/Price proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposal will receive points in inverse proportion to the lowest price.
