ABOUT THE OPPORTUNITY

The political, security, and socioeconomic situation in the West Bank and Gaza has been deteriorating rapidly since the outbreak of the recent war. Apart from the ongoing war and political deadlock, the humanitarian situation in Gaza has worsened, posing a significant threat to the prospects of strengthening democratic processes. Internews is engaging in a holistic support initiative to support media and civil society across physical and digital security needs, in addition to psychosocial mental health and wellbeing.

The scope of this SoW is within the realm of physical security, but the consultant filling the role will be working in tandem with specialists in these other fields to develop training, support and toolkits for media and civil society organizations.

The physical security consultant will support organizational capacity assessment and follow-on improvement plans, develop documentation and guides, provide trainings or other kinds of mentoring support, and help capture indicators or change in our partners’ practices, procedures and policies. All activities, sessions and reports should highly respect the safety and security needs of the project beneficiaries. The consultant will work with Internews’ Global Technology Hub, report to the project manager, and be required to attend online meetings with relevant Internews program teams when needed.

This position will be remote based in Ramallah, West Bank.

SCOPE OF WORK

  • Take part in carrying out (remote at times) physical security assessments with program beneficiaries;
  • Use good judgment regarding the safety needs of our program beneficiaries to analyze and understand complex situations, and to translate this into specific, actionable organizational policy advice;
  • Develop capacity improvement plans with program beneficiaries to advance their understanding, preparedness and abilities to sustainably improve physical security practices;
  • Support program beneficiaries with trainings and workshops, mentoring as needed or through 1:1 consulting sessions;
  • Be a point of escalation to the program team when needed in emergency situations;
  • Develop resources, guides, instructions, template and other written materials as relevant for training and capacity development for program beneficiaries;
  • Create an Arabic language physical security toolkit that can be adapted and used by local media and civil society;
  • Collaborate with other support units in the program assisting with digital security and psychosocial support to contribute to a collaborative and holistic support offering for program beneficiaries;
  • Provide Internews team with monthly reports outlining number and gender of people accessing support, general information on topics covered, and impact of activities, and contribute to M&E and impact reporting. Reports shared with Internews should be carried out honoring the safety and security needs of beneficiaries.

QUALIFICATIONS WE’RE LOOKING FOR:

Required:

  • Minimum of 4 years’ experience in security and logistics management;
  • Capability to train on and implement security best practices for operating in an active conflict zone;
  • Demonstrated ability to work effectively within teams and with beneficiaries, foster collaboration with colleagues, partners and external stakeholders;
  • Ability to use judgment regarding the safety needs of our program beneficiaries;
  • Ability to analyze and understand complex situations and be able to translate this into actionable advice;
  • Contextual knowledge and understanding of West Bank and Gaza;
  • Proven experience in responding to urgent cases and beneficiaries subjected to traumatic events
  • Advanced, secure online communication knowledge and abilities;
  • Fluency in Arabic and English is required;
  • Excellent written and oral communication skills in both languages;
  • Proven experience in conducting trainings or workshops and 1:1 mentoring sessions;
  • Demonstrated capability for time management, organization and prioritization;
  • Demonstrated capability to respond to emergency cases or situations;
  • Travel for in-person consultations or meetings may be required at times.

Preferred:

Note: Candidates who do not have these preferred qualifications, but who are interested and willing to learn, are encouraged to apply.

  • Experience working with media, journalists and civil society groups is preferred;
  • Knowledge of any relevant international security standards could be beneficial;
  • Familiarity with technology and digital security systems is a bonus;
  • Professional training and/or curriculum development experience is a bonus;
  • First Aid and/or Emergency Responder training or work experience is beneficial;
  • Any familiarity with locally relevant legal or regulatory issues around these topics can be useful.
