JOB DESCRIPTION

Job Title : Programme Manager – Geographic Information System (GIS)

Department : Emergency Management and Developmental Programs

Reporting Line : Head – Emergency Management

Position Location : Mumbai

RESPONSIBILITIES:
• Ensure successful design, implementation, and oversight of GIS and Data Management activities across emergency management projects.
• Lead hazard, vulnerability, and risk assessments (HVRA) by utilizing GIS and advanced data analysis techniques, and subsequently, contribute to the preparation of comprehensive disaster management plans.
• Design and develop an efficient and reliable Geographic Information System (GIS) and Data Management framework to facilitate habitat planning and effective decision-making during emergencies and disasters.
• Oversee the collection, validation, and compilation of accurate data for GIS databases, surveying techniques, mapping research, and analytical skills.
• Customize and design spatial and non-spatial data infrastructure using SQL Server, Ms Access, Visual Studio, and Android mobile platforms, in conjunction with ArcGIS Desktop, ArcGIS Server, ArcSDE, and manifold GIS for data collection, management, and analysis.
• Identify and recommend appropriate technology-based early warning systems and automated alerts based on data insights.
• Prepare and present regular status reports, highlighting GIS related issues and provide actionable recommendations.
• Develop and implement methodologies for data collection, validation, and analysis, adhering to industry best practices and organizational standards.
• Ensure quality assurance of new or revised data, maintaining the organization’s GIS standards and data integrity.
• Perform data conversion, import, and export functions efficiently, ensuring seamless data transfer within the GIS system.
• Conduct in-depth programmatic and manual analysis, creating insightful reports and thematic maps based on GIS data.
• Utilize GIS software to generate customized maps and interpret graphic and numeric data for decision-making purposes.
• Provide assistance and expertise during emergency response and disaster relief operations, ensuring effective utilization of GIS resources.

SPECIFICATIONS (MINIMUM REQUIREMENTS):

Education: Bachelor’s degree in Geoinformatics / Information Technology, Specialised certification in Disaster Management. Masters preferred
Special Skills: Thorough knowledge of ArcMAP 10.6 and SQL Server 2014 are a must. Knowledge of QGIS 2.14 would be an added advantage.
Experience: Atleast 5 years of experience in GIS and Data Management.
