Project Officer – Empowering Communities, Building Resilience

Plan International Pilipinas Foundation Inc., a leading child rights development and humanitarian NGO, seeks passionate individuals committed to creating a world where all children, especially girls, live free from poverty, violence, inequality, and injustice. We work towards a future where girls, young women, vulnerable children, and young people can drive systemic change for gender equality and human rights. Collaborating with partners like CARE Philippines, we address complex issues, including those arising from natural and humanitarian hazards.

About the Project:

This project focuses on building resilience in high-risk communities by improving disaster preparedness and humanitarian response. As a Project Officer, you’ll play a vital role in its success. This role will be based in Mamasapano, Shariff Saydona Mustapha, and Datu Salibo.

About the Role:

The Project Officer is responsible for managing approved project activities, following Plan International’s programming and influencing approach (SAPIME: Situation Analysis, Planning, Implementation, Monitoring, and Evaluation) at the community and municipal levels.

What You’ll Do:

• Community Engagement: Design and facilitate the implementation of development interventions using participatory techniques to strengthen community-led functions and initiatives.
• Planning & Budgeting: Facilitate the preparation of annual budgets and operational plans for partner barangays.
• Capacity Building: Facilitate capacity building for partners, including children and youth, in project management and resource mobilization.
• Documentation: Document community projects, activities, and processes.
• Emergency Response: Support emergency response activities in your assigned areas as needed.

What You’ll Bring:

• Bachelor’s degree in Social Work, Community Development, Behavioral Sciences, DRR, or a related field.
• Training in Community Organizing/Community Development; Program/Project Management; and Participatory Rapid/Rural Appraisal.
• Two years of experience in community organizing and development, with hands-on experience in participatory approaches, including those involving children.
• Ability to prioritize and manage a complex and varied workload, often under tight deadlines.
• Strong verbal and written communication skills.
• Ability to work effectively with diverse stakeholders.
• Previous development sector experience in a similar role is highly desirable.
• Willingness and ability to conduct fieldwork in the assigned project areas (Mamasapano, Shariff Saydona Mustapha, and Datu Salibo).
• Must be a Filipino national based in the Philippines.
