The Executive Director’s division (EDD)together with the Business Operations Division (BOS), provides the vision and leadership through which country offices and technical divisions are supported in the efficient delivery of the General and European Programme of Work(GPW/EPW) and the WHO Programme Budget. It encompasses the enabling functions of resource mobilization, communications, programme and resource management, staff development and learning, and support to governing bodies of the European Region. EDD has overall responsibility for the planning, execution, and evaluation of WHO programmes at the regional and country levels and in strengthening the alignment and joint work across the three levels of the Organization. It is also responsible for the management of corporate resources and the effective and efficient allocation of such resources to achieve the results laid out in the GPW/EPW. The purpose of the Programme and Resource Management (PRM) unit is to (1) promote results-based management concepts and philosophies for effectiveness and efficiency across the EU Region, (2) ensure the smooth conduct of the entire biennial planning process from strategic planning, through operational planning, resource allocation and monitoring and final reporting, (3) develop tools/mechanisms and a quality assurance framework for the above process, (4)support implementation including integrated help desk, technical monitoring, and capacity building, (5) statutory and ad hoc reporting to regional andglobal governing bodies, (6) ensure the technical coherence across EUROprogrammes to avoid duplication and to enhance synergies, and (7) to giveevidence-based support to senior management to ensure optimal delivery of planned products and services.

DESCRIPTION OF DUTIES

  • To provide specialist technical support for the organizational results planning and monitoring function in the Regional Office for Europe. This includes: provision of advice to facilitate and ensure the alignment between the work of the technical divisions and country offices and the WHO managerial frameworks (General Programme of Work and Programme Budget); ensuring the availability of functional tools and platforms to effectively deliver work in this area; facilitating capacity building initiatives related to the planning and monitoring exercises across the regional and country level, actively promoting the principles of WHO results-based management across the office at all levels. This work informs the corporate processes of priority setting, reporting and evaluation in the WHO European Region .

Key duties:

  • In the context of results planning exercises, conduct analysis of critical planning information provided by the WHO/Europe budget centre owners including checks against human resources capacity, costs, financial resources and risks to ensure evidence-based results planning.
  • In the context of results planning and evaluation exercises, develop systems or platforms for coordination, monitoring, data management and reporting that promote the results coordination alignment across the three levels of the Organization.
  • Perform data analytical work in support of the corporate monitoring, performance assessment and reporting processes .Develop relevant tools for analysis. Prepare and maintain the necessary ERP system requirements for the results coordination team exercises, including updates and maintenance of the PRM Sharepoint, providing advice on relevant issues and solutions.
  • Develop and maintain detailed guidance notes for staff/users for the WHO European Region exercises related to strategic and operational planning, monitoring and performance assessment, including standard operating procedures and reference materials such as videos and job aids among other, and generally ensure that sufficient support is provided to all relevant staff during the planning, monitoring and performance assessment exercises.
  • Work closely with Information and Communications Technology (ICT) and WHO headquarters on the provision of support and trouble shoot of the ERP system (GSM/SPM) in the context of planning, monitoring and performance assessment and serve as the PRM focal point for system related issues during those exercises.
  • Liaise and collaborate with the organizational risk focal point on the identification of risks in relation to results planning, to ensure that risks and risk mitigation strategies are considered during planning exercises.
  • Provide technical specialist support and advice to WHO/Europe stakeholders at all levels involved in planning, monitoring and performance assessment, including country offices, divisions and technical area networks, to ensure consistency and coherence with Organization policies and practices in the area of organizational results planning and evaluation.
  • Organize and manage briefings, trainings and other capacity building activities in the context of planning, monitoring and performance assessment in coordination with the PRM Help Desk.
  • Perform other related duties within the scope and remit of the function, as assigned by the team, unit and division.

REQUIRED QUALIFICATIONS

Education

  • Essential: University degree (Bachelor’s level) in an area relevant to management, information and data analytics or a similar sub-area in technology, science or public health.
  • Desirable: Master’s degree in management or related field.

Experience

  • Essential: At least 5 years of progressive experience dealing with planning, monitoring, assessment, information management, data analytics or similar areas in the area of public health in an international institution or organization. At least 2 years’ experience in conducting work planning exercises on organizational ERP systems, coordinating across with internal stakeholders at multiple levels (country, regional and/or global).
  • Desirable: Experience in programme management, performance monitoring and results-based management.

Use of Language Skills

  • Essential: Expert knowledge of English.
