We want committed, values driven staff to join our HQ team and are currently looking for a Planning, Monitoring and Evaluation Adviser to be part of our Strategy, Advocacy and Learning (SAL) department within Head Office.

Our office is located in Dublin 2. This role involves 30% travel to Concern’s countries of operations
The job: You will provide support on planning, monitoring and evaluation to all Concern’s programmes. You will also support on global strategic activities as part of the work of our Strategy, Advocacy and Learning (SAL) Directorate to help drive our commitment to effectively monitor and evaluate our programmes and apply Results Based Management approach. You will report to Senior Planning, Monitoring and Evaluation Adviser in SAL and work closely with SAL Technical Advisers, Regional Directors and Desk Officers in the International Programmes Directorate, staff in the Emergency Directorate, key overseas staff and the IT department.
If you join us, this is what you will be doing:
Support to programme planning and monitoring across all Concern programmes and countries:
- Support country teams in setting up the highest quality monitoring and evaluation systems for programmes in accordance with Concern’s standards
- Work with country teams to review and improve existing monitoring systems
- Support in programme planning processes, in particular contextual analysis, needs assessments and theory of change
- Review of proposals, logframes, results frameworks and M&E plans to ensure they are of high quality and to maximise alignment with Concern processes and tools
- Support or lead on the design and implementation of complex data collection exercises
Support to Results Based Management:
- Support country teams in designing effective programme review processes
- Review and feedback on annual reports
- Encourage the use of data across the organisation
Supporting Evaluations and Promoting Learning:
- Review evaluation methodology to ensure they are of high quality and are methodologically sound
- Review evaluation reports to ensure they are of high quality
- Work closely with Concern’s Knowledge and Learning Officer to ensure learning is captured from monitoring systems and evaluation exercises
- Lead on or participate in county level internal programme evaluations
Capacity Building on Concern M&E processes and programme quality:
- Capacity building of Concern and partner staff on PM&E and RBM (in-person and remotely)
- Support to roll out of Concern’s Digital Data Gathering system, as advised by the DDG Adviser
- Identify country teams’ professional development needs and deliver relevant support
- Lead on or participate in the development of organisation-wide PM&E courses
Human resources:
- Support recruitment of national and international staff for M&E- and PQ-related positions
- Support an appropriate M&E staffing set-up in Concern’s programmes
Documentation and Information Management
- Manage and maintain Concern’s Programme Quality Guide internet site
- Identify any gaps in current Concern M&E guidance and tools (across both development and emergency programmes) and fill those gaps within the framework of the existing Programme Quality Guide
- Working with sector advisors, review and improve sector specific monitoring guidance and tools
- Disseminating technical resources through webinars and other media channels
Expériences / Formation
Skills you will bring:
Essential:
- At least five years of experience (of which at least 3 overseas), in Planning, Monitoring and Evaluation and Results-Based Management in development and humanitarian programmes
- Master’s Degree or equivalent in a relevant subject (social sciences, statistics, development studies etc.)
- Practical experience on programme design and planning especially developing Theories of Change, Logframes and M&E Plans, and conducting Context Analysis and Needs Assessments
- Practical experience of designing, implementing and reviewing project and country-level monitoring systems
- Knowledge and practical experience in conducting quantitative and qualitative data collection, including developing high-quality data collection tools, sampling and data analysis
- High analytical skills and experience working with Digital Data Gathering systems (iForm Builder experience a plus)
- Proven experience of capacity building of both internal and partner, M&E and non-M&E, staff in PM&E and in developing practical guidance, tools and resources for project and programme management that are accessible for field staff
- Excellent communication skills, ability to communicate complex information in an accessible format
- Ability to travel internationally up to 30% in fragile and conflict affected contexts, sometimes at short notice.
Desirable:
- Spoken and written French
- Experience in the promotion of Adaptive Programming approach
Salaire
The salary is from €54,500 to €62,286 and this is a fixed term (two years) contract with a possibility of extension.
