Background/Context

 

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, it was established to accelerate progress on meeting their needs worldwide.

 

The UN Women Regional Office for Asia and the Pacific (ROAP) addresses gender equality and women’s empowerment challenges in the Asia-Pacific region, including deeply embedded discriminatory social norms and practices that perpetuate inequalities based on gender and other intersectional identities (e.g. ethnicity, class, region, age, disability, migratory status, and sexual orientation and gender identity, among others). The Regional Office works across the following areas: Governance and Inter-governmental support (including on Gender Statistics); Women’s Economic Empowerment (including Migration, Ending Violence Against Women; Women, Peace and Security; Climate Change, Disaster Risk Reduction and Humanitarian Action. Covering 42 countries within Asia and the Pacific, it exercises its triple mandate and functions i.e. Normative, Coordination and high-quality programming at a regional level and in support of UN Women’s offices and UN Country Teams in 24 countries across the region. The UN Women Asia Pacific Regional Office also oversees and manages programming in programme presences.

Planning, Monitoring and Reporting Unit is leading planning, and monitoring and reporting of the implementations of multi-year business plans and annual work plans of the regional office and country offices and provide support for them in effectively conduct planning as well as strengthening monitoring and reporting. Also, the unit spearheads oversight and quality assurance of donor reports and donor agreements.

 

The Planning, Monitoring and Reporting consultant works with and provides support to the members of the Planning, Monitoring and Reporting Unit in quality assurance for the development, monitoring and reporting of multi-year plans as well as donor reports and donor agreements, consistent with UN Women rules and regulations. 

 

 

 

Duties and Responsibilities

Description of Responsibilities /Scope of Work

The consultant reports to and works under the supervision of the Programme Specialist (P4), head of Planning, Monitoring and Reporting, and collaborates with other team members of the Unit.

Key responsibilities include:

1.Provide quality assurance (QA) support to donor agreements and MOUs

  • Provide general guidance on types and templates of donor agreements, MOUs and amendments.
  • Review draft donor agreements, MOUs and amendments including budget in line with the Donor Agreement Guidance Note. Guide RO units and field offices to align drafts with standard templates and requirements.
  • Liaise with HQ for non-standard clearance when needed.
  • Review entered information of donor agreements and amendments in Donor Agreement Management System (DAMS) for accuracy and consistency before Approver 1’s approval. Guide submitting units/office for corrections/finalizations.
  • Liaise with HQ to seek guidance/solutions for exceptional cases when needed.
  • Lead/assist in organizing information sessions, webinars and orientation/coaching.
  • Prepare talking points, PowerPoint slides and other materials as requested.

2. Support for donor reporting

  • Prepare forecast of upcoming donor reports by extracting data from DAMS and prepare monthly reminders for field offices and RO units.
  • Collect draft donor reports from project teams in time and check completeness and consistencies with donor agreements and project documents. Provide guidance to project teams where needed and make donor report packages ready for editing.
  • Review uploaded donor reports in DAMS for accuracy and consistency for Approver 1’s approval. Guide submitting units/office for corrections/finalizations.
  • Conduct technical review and edit draft donor reports. Liaise with relevant project managers to finalize them in time for RO senior managers’ clearance.
  • Assist the Head of the Unit who acts as the global FP/oversight for donor reporting in preparing data for on-time submissions for Quarterly Business Review, in consultation with Business Transformation Unit of HQ.
  • Lead/support capacity building/information sessions/refreshers when requested.

3. Support for monitoring and annual reporting

  • Support in compiling a monitoring plan for the RO’s Strategic Note/Annual Work Plan if requested. Support in reviewing input from RO units for it and providing technical assistance where needed.
  • Provide technical support/feedback for RO units and field offices in planning monitoring for SN/AWPs and new project documents when requested.
  • Support in reviewing selected six-monthly monitoring and annual reports and make technical feedback for field offices and RO units from a result-based reporting perspective. Provide navigation for the online result reporting system for RO and field office colleagues. Liaise with HQ units if needed to solve problems and glitches.
  • Support data collection for the indicators that the unit is responsible for annual reporting.

4.Support for planning

  • Support in reviewing draft multi-year plans, annual/biannual work plans and provide technical assistance ensuring compliance with the requirements. Provide navigation and assistance for the online result management system for colleagues.
  • Provide technical support for RO units in developing a result framework and enhance result-based planning.

  • PowerPoint slide for 3 webinars (1) Basic donor agreements/MOUs; (2) Advanced donor agreements- the UN Women standard template; (3) Advanced donor agreements – UN to UN and JP MOU.
  • Clean up data from DAMS and analysis on on-time submission rates for six regions and HQ and global (aggregation) and PowerPoint slides for Quarterly Business Reviews.

 

  • Update analysis of on-time submission rates for annual report purpose and “progress note” for the RMS.

 

  • Orientation and hands on coaching for new staff of the Unit.

 

  • Handover notes (before the contract ends).

Education and Certification:

  • Master’s degree in Social Sciences, Law, Political Science, Development, Public Administration, or another relevant field, is required.
  • A first-level university degree in Social Sciences, Law, Political Science, Development, Public Administration, or another relevant field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience:

  • Minimum of 5 years of work experience in a relevant area supporting project management, monitoring and reporting including donor reporting or donor agreements and ideally planning.
  • Experience working with the United Nations, or a similar international organization context is an asset.
  • Experience in the Asia and the Pacific region is an asset.
  • Must be capable of effectively using MS Word and Excel.

Languages:

  • Fluency in English is required.
