The escalation in the armed conflict in Ukraine poses an immediate threat to the lives and well-being of millions of children in the entire region. The intensification of the armed conflict is posing severe human costs, causing a growing number of civilian and children casualties, interrupting livelihoods, and damaging critical civilian infrastructure, including hundreds of homes, water and sanitation infrastructure, schools and health facilities. Hundreds of thousands of children and their families have been internally displaced and, to date, over one million forced to flee the country in search of safety – the majority are women and children.

The support of a Planning, Monitoring and Reporting (PMR) expert is urgently needed to support the Hungary Response Team due to the increasing demand for systematic monitoring and reporting to support key programmatic deliverables in the country. Two key projects that the consultant will support is the roll out of the Activity Info project and the new field monitoring tool. This will include the design and roll out of trainings to partners to ensure effective use of the tools.

The PMR consultant will also be responsible for producing monitoring tools, sitreps and other reports based on quality data and information compiled among other key deliverables. Occasional travels will be organized to the field and/or Budapest according to the needs and based on where the selected consultant will be based.

Programme Monitoring:

  • Support the Hungary Response team and national partners to effectively roll out activity info and the new field monitoring tool.
  • Provide support to Hungary Response team in compiling High Frequency Indicators and data for the submission of sitreps, RRP reports and other key reporting documents.
Capacity building:
  • Build the capacity of partners on Activity info system and new field monitoring tool.
  • Build the capacity of partners (with particular focus on new staff) on the HPM and high frequency indicators.
Reporting:
  • regular reports to the UNICEF monitoring/reporting platforms for RAM/HPM/RRP-related reporting.
  • regular reports on the progress of the implementation of new tools (activity info and new field monitoring tool)
To qualify as an advocate for every child you will have…
  • An advanced university degree (master’s or higher) in experience Programme Planning, Monitoring and Evaluation experience is required. 
  • A minimum of two [2 years] of relevant professional experience demonstrating technical M&E skills, experience in data collection and analysis is required.
  • Experience in humanitarian/emergency response with NGOs/UN system is an asset.
  • Fluency in English is required. Knowledge of Hungarian, the local language is an asset.
