This includes working with Headquarter, Regional and Country offices in developing plans and activities to strengthen UNICEF’s capacity to deliver effective planning and monitoring support in emergencies; provision of technical assistance to Regional Offices and Country Offices both in addressing acute emergencies and in programming to mitigate the impact of chronic and complex emergencies; and contributing to improved approaches and systems for planning and monitoring of emergency response within UNICEF. The primary focus of work will be on Level 3 emergencies.
When deployed (approximately 70% of the time), responsible for collaborating with the country team to support optimal humanitarian response, ensuring implementation of high-impact interventions in acute and chronic emergencies as outlined in UNICEF’s technical guidelines and providing guidance and direction on emergency planning and monitoring issues.
Assist the UNICEF Country Office in establishing/maintaining/strengthening planning and humanitarian performance monitoring (HPM) systems and processes that provide higher frequency monitoring and reporting on programme progress, enabling more effective humanitarian response management. 

Performance Monitoring:

  • Establish/adapt monitoring systems to provide high-frequency estimates of UNICEF programme coverage in relation to the Response Plan targets (e.g. monthly/quarterly, depending on context).  E.g. Ensure systems for high-frequency partner reporting against a limited set of key performance CCC indicators (output)
  • Support UNICEF-led clusters in negotiating/advocating for a limited set of key performance CCC indicators (output) and supporting the development of systems for high-frequency (monthly) monitoring and reporting with Inter-Agency partners
  • Establish and maintain a systematic approach to field monitoring across UNICEF-supported programming to ensure adequate data on the quality of programming (use of supplies; implementation bottlenecks; equity of access; do no harm; engagement with local capacities)
  • Support and facilitate live tracking of key operations support functions – funding, supply management and HR management
  • Where UNICEF is the country Cluster/AoR Lead Agency, establishment and maintains regular assessments of UNICEF Cluster Coordination performance milestones
  • Reporting:
  • Support production of CO SitRep providing aggregate data from a limited set of key performance CCC indicators to measure UNICEF progress, as relevant Sector progress where UNICEF cluster lead
  • Engage with HCT/OCHA on interagency reporting as required
Emergency Project:
  • Support Inter-Agency needs assessment of affected populations; support any UNICEF needs assessment
  • Support/Lead the preparation of UNICEF’s response plan, targets, results framework and simplified IMEP
  • Input into funding, appeal, HAC and /or Interagency Flash Appeal inputs as required
  • Where UNICEF is a Cluster Lead Agency (CLA) that supports UNICEF Clusters in the overall strategy of ensuring that needs assessment/ PM/IM systems support and feed into national systems as possible
  • Initiate documentation of the timeline of key decisions and actions
  • Support real-time evaluation and lessons learning process
  • Support the preparation of a Programme Partnership Strategy that includes streamlined management of PCAs, engagement with existing partners and establishment of new partnerships to fill gaps – is this the role of HPM? For UNICEF it is Section Chiefs – for Clusters it is cluster coordinators
  • Support in mapping of PCAs and most affected areas to support reaching the most vulnerable/affected population and to maximize cross-sectoral coverage
  • Where UNICEF is a Cluster Lead Agency, that supports cluster dissemination Information Management as needed especially where common cross-cluster systems are operational
To qualify as an advocate for every child you will have:
  • An advanced university degree (Master’s or higher) in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
  • A first level university degree (Bachelor’s) in a relevant technical field (as identified above), in conjunction with two (2) years of relevant work experience in a relevant technical field (as identified below), may be taken in lieu of an advanced university degree (Master’s).
  • At least eight years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
  • Developing country work experience
  • Specialized training/experience in emergency response management is highly desirable.
  • Developing country work experience and/or familiarity with emergencies is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
