Under the overall authority of UNESCO Windhoek Head of Office, the general guidance of the Regional Project Officer, Education for Health and Well-being for the O3 PLUS project and the direct supervision of the National Programme Officer (NPO), Education for Health and Well-being, Namibia, the Coordinator is responsible for providing direct support in the planning, implementation and monitoring of the Our Rights, Our Future, Our Lives (O3 PLUS) project for the realization of positive health, education and gender equality outcomes for young people in Higher and Tertiary Education Institutions (HTEIs) of Namibia.

Job Roles And Responsibilities:

  • Specifically, s/he will support the NPO to undertake the following tasks and responsibilities.
  • Conduct relevant evidence-based advocacy to garner stakeholder support for young people’s sexual and reproductive health and rights.
  • Work with university authorities to institutionalize Life-skills and Health education, Sexual and Reproductive Health (SRH) service provision and prevention/response to sexual and gender-based violence for young people in tertiary institutions.
  • Support the capacity building of the Higher and Tertiary Education Institutions (HTEIs) to deliver quality and effective sexuality education through training of health care workers, lecturers, and peer educators/mentoring programmes.
  • Facilitate capacity strengthening of campus health facilities to offer a trusted standard package of youth-friendly health services for students, along with sustained referral mechanisms to specialist care and support services as needed.
  • Re-invigorate existing structures to ensure students have access to quality Life-skills and Health education services through strengthening collaboration between HTEIs, relevant ministries, Civil Society Organisations (CSOs) facilitating mobile health services and ‘in-reach’ programmes by external service providers
Long Description:
  • Support health facilities to implement the scorecard to routinely assess the quality-of-SRH services at HTEI health facilities and others that offer services to students.
  • Support operationalization of the whistle blower mechanism to enhance response to sexual and gender-based violence (GBV) that students may encounter in and around campus.
  • Establish a system of a knowledge-sharing platform, providing an opportunity for institutions to collaborate, network, share knowledge and provide collective suggestions on issues related to health and well-being, practice and programmes and evidence-based research.
  • Sustain functionality of the existing O3 PLUS Project Institutional Level Technical Working Groups to ensure well-coordinated implementation of the project.
  • Lead the compilation of SRH/SE/GBV innovations, stories of change and learnings for sharing in relevant local, national and international education, HIV, SRH, gender and other important platforms.
  • Coordinate implementation of the O3 PLUS project at 2 participating universities and lead efforts to consolidate outputs to inform project scale up.
  • Support operations research, monitoring and evaluation around SE/SRH for young people in tertiary institutions to enhance evidence-based planning and implementation of programmes.
  • Any other duties as may be assigned by UNESCO.
Work Experience:
  • At least three (3) years of progressively responsible, professional work experience in developing, coordinating, implementing, and monitoring projects on sexual and reproductive health, Gender Based Violence Prevention, Sexuality Education, HIV programmes for young people.
  • Experience working with Government ministries, Higher and Tertiary Education Institutions, international/national Non-Governmental Organizations and UN Agencies.
Languages:
  • Fluency (oral and written) in English.
