Position description

This reimbursable Joint Duty Assignment (JDA) opportunity is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans (PLCY), Office of Trade & Economic Security (TES).
The primary purpose of this position is to serve as a Policy Analyst in the areas of national and economic security, including foreign investment risk management, critical infrastructure protection, and economic security and supply chain resilience policy development. This is a hybrid position: telework up to 60 percent of the time is possible subject to mission need, but you will need to be located in the National Capital Region as you will be required to come to the DHS St. Elizabeth’s campus as needed to participate in meetings and review classified material.
As a developmental opportunity, the detailee may work on a range of functions within TES. This includes foreign investment risk analysis and mitigation in support of the Committee on Foreign Investment in the United States (CFIUS), supply chain risk management for telecommunications critical infrastructure in support of the Committee for Foreign Participation in the U.S. Telecommunications Services Sector (Team Telecom), and national and economic security policy development in support of various Interagency Policy Committees and the DHS Supply Chain Resilience Center (SCRC).

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under “required documents” section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of “meet expectations/proficiency” on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications

Qualifications required:

  1. Knowledge of DHS mission.
  2. Skilled in written and oral communication to prepare reports, to prepare and present findings and recommendations, to develop policies and procedures.
  3. Skilled in application of fact-finding and investigative techniques.
  4. Skilled in analytical and procedural theories and methodologies.
  5. Experience in knowledge management and organizational efficiency.
  6. Skilled in organizing effective external outreach programs.
  7. Ability to manage multiple projects simultaneously and meet competing deadlines.
  8. Ability to communicate with senior leadership.
