The Directorate for Public Governance (GOV) works to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on governments’ commitments to citizens. We provide a forum for policy dialogue and exchange, common standards and principles, comparative international data and analysis to support innovation and reform across the OECD. It supports countries to promote good governance and democracy through more strategic, agile and action-oriented public sectors that improve the functioning of national economies and support growth. It achieves these objectives by working to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, trust in government and democracy, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on government’s commitments to citizens.

 

Within GOV, the Innovative, Digital and Open Government Division (INDIGO) focuses on advancing people-centred government and public services. It is composed of three units, the Digital Government Unit, the Government Innovation Unit and the Open Governance Unit. The Government Innovation Unit (GIU) works to empower public sector innovators with new insights that can help them explore and fulfil new possibilities:

  • We uncover emerging practice and identifies what’s next, by finding out what’s happening at the edge of government, connecting those engaging in new ways of thinking and acting, and considering what these new approaches mean for government;
  • We explore how to turn the new into normal, by studying how innovation has been undertaken in different public sector contexts around the world, investigate the frameworks, skills, and methods that can be used to unleash creativity and innovation and connect it with the day-to-day work of public servants; and
  • We provides trusted advice on how to foster innovation, by sharing guidance about how governments and public servants can embed innovation in order to consistently get better outcomes for citizens.

 

The Government Innovation Unit is looking for experienced and motivated Policy Analysts to contribute to the work in a range of areas under the main unit clusters:

  • Conduct country diagnostics of public sector innovative capacity and behavioural science;
  • Advise on development of frameworks, models and tools to explore and embed innovation in public services;
  • Develop capacity, training, guidance, and tools for effective use of behavioural science in public services and government in general;
  • Analyse innovation skills, including curricula and training modules on public sector innovation;
  • Measure and evaluate public sector innovation;
  • Support countries on mission-oriented innovation;
  • Advise on development of frameworks, models and tools to explore and embed anticipatory governance in public administrations.

 

The incumbent(s) will report to the Head of the Government Innovation Unit.

Job Description

Main Responsibilities

Programme management, co-ordination and development

  • Contribute to the effective delivery of the cluster’s programme of work and ensure that projects and outputs are of high quality, timely, relevant and contribute to the Organisation’s overall programme of work and strategic priorities.
  • Assist in supervising, motivating and contributing to the professional development of staff within the framework of the employment policy of the Organisation.
  • Manage projects budget, in line with regulations for financial management of voluntary contributions.
  • Oversee and manage the work of staff and consultants.
  • Contribute to resource mobilisation on governance with potential project partners and donors.

Research, analysis and drafting 

  • Undertake analytic research and take a leading role in the drafting of country reviews and international reports in both member and non-member countries.
  • Formulate policy recommendations, taking into account country context, good practices and comparative evidence from OECD member and non-member countries.
  • Draft clear and concise contributions to reports for consideration by OECD committees as well as policy briefs and other communications aimed at policy-makers and other audiences.
  • Lead data collection efforts and the analysis of survey responses.

 

Outreach, representation and dissemination

  • Prepare and actively participate in missions, international workshops, peer exchanges, experimental interventions (e.g. pilots), and capacity-building activities in Member and non-member countries.
  • Develop and maintain contacts with officials in national administrations, other international organisations and country delegations with the aim of building relevant networks.
  • Actively engage in the dissemination of policy recommendations through a variety of channels and supports, targeting the audiences that will promote maximum impact.
  • Give presentations and represent the OECD at internal or external events, seminars and meetings, as required.

Qualifications

Academic Background

  • University degree in international relations, public policy/administration, law, political and social science, or similar.

 

Professional Background

  • A minimum of five years of professional experience – ideally within a government administration, an international organisation, civil society organisations, or an academic institution – dealing with public sector innovation and an understanding of their implications for policy.
  • Proven skills in research, policy analysis, interpretation of findings and in synthesising complex issues in analytical reports. Experience with qualitative and quantitative research methods and the use of STATA and other analysis methods would be of benefit.
  • Proven ability in writing analytical and policy-relevant publications that are clear, concise and reader-friendly for a variety of target audiences.
  • Knowledge of contemporary trends and issues in the field of public sector innovation, behavioural science, mission-oriented innovation, strategic foresight, and/or digital citizen participation.
  • Experience in managing junior staff and leading and motivating a multicultural team would be an advantage.
  • Experience in donor management and demonstrated ability to raise funds would be an advantage.
  • Experience in managing relationships with senior government officials and in contributing to the organisation of international events would be an advantage.

 

Core Competencies

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2).
  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • 13-months fixed term appointment, with the possibility of renewal.

Salary Information

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
  • Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

Selection process

For retained candidates, written tests and video-recorded interviews are foreseen in July 2024, and the panel interviews are planned for September 2024.
