Context:

The Department of Operations and Emergencies (DOE), oversees IOM’s activities on key aspects related to the mobility dimension of crises. It coordinates IOM’s participation in humanitarian responses, including L3 emergencies, and provides migration services in emergencies. While also engaging in global processes, the department provides technical support to field efforts, delivers strategic recommendations on both policy and operational issues, and provides guidance to field operations on project development and implementation and inter-agency coordination.

The Policy and Strategic Coordination Unit (PSCU) is part of the DOE Director’s Office (DO). It brings strategic and institutional coherence across DOE divisions and with other Departments within the Organization and hosts the institutional expertise in the areas of Accountability to Affected Populations (AAP), Migration Crisis Operational Framework (MCOF), and the Migrants in Countries in Crisis programme (MICIC). The unit is also responsible for advancing and communicating departmental strategic objectives, positions, and key messaging externally and internally; producing departmental materials; coordinating of departmental inputs for senior management talking points, speeches, and presentations; and leading, coordinating, or advising on policy/framework/strategy development. The PSCU ensures IOM’s crisis-related activities are adequately represented in the whole of Organization’s contexts and institutional business processes. The PSCU is also the departmental focal point for various multilateral and multi-stakeholder initiatives including the United Nations Network on Migration (UNNM).

Under the direct supervision of the Senior Migration Crisis Analyst, the Policy and Reporting Officer (Crisis Response) will lead the drafting of the Department’s internal written products and reporting, as well as will support the knowledge management efforts.

Core Functions / Responsibilities:

  1. Coordinate, prepare, review, and edit high-quality written material including talking points for senior management, statements, PowerPoint presentations, concept notes, factsheets, and brochures.
  2. Conceptualize, develop layout, and design of information materials (e.g. factsheet, brochure, appeals, etc) in coordination with relevant divisions.
  3. Coordinate with other Divisions, Units, and Departments as needed to ensure that the relevant written materials, including policies, are accurate and up to date and meet the requirements of the end user.
  4. Draft institutional positions and narratives that properly reflect IOM’s comprehensive approach to crisis response. Prepare background analysis, policy documents, concept notes, and/or briefing documents as requested.
  5. Act as the Department’s focal point for all internal reporting to the Executive Office. This includes coordinating, drafting, reviewing, and editing all departmental reports and updates related to DOE’s activities.
  6. Support departmental knowledge management efforts including developing and/or updating SharePoint, websites, and intranet content in coordination with the information management team.
  7. Stay abreast of policy and strategic developments related to the subject areas of the department and beyond and assist in developing strategies to grow and consolidate the various portfolios.
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree or equivalent in Journalism, Communications, Political Science, International Relations, Humanitarian Affairs, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • Bachelor’s degree or equivalent in the above fields with seven years of relevant professional experience.

Experience

  • Experience coordinating, preparing, and editing speeches, talking points, presentations, and other strategic message materials, is required;
  • Good knowledge of a broad range of migration-related subject areas;
  • Experience in the field of emergency response and humanitarian assistance with the UN, international organizations, or non-governmental organizations;
  • Strong academic or professional background in policy-orientated research and analysis;
  • Experience designing infographics and other visually attractive content;• Previous experience working with IOM is an asset; and,
  • Published materials are an asset.

Skills

  • Outstanding writing skills in English and appreciation for word economy;
  • Excellent analytical skills and strategic thinking;
  • Proven capacity in problem-solving and multi-tasking, prioritizing, and working independently;• Ability to work effectively, accurately, and concisely, including when working against sudden, tight, and demanding deadlines; and,
  • Proficient in the use of Microsoft Office products particularly SharePoint and Teams and other software used for presentations including Excel, Word, PowerPoint, Publisher, and Adobe, as well as infographic design tools.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
