Chemonics International seeks candidates for the Policy & Governance Lead and Policy & Governance Specialists positions (Sector Regulatory Specialist, Water Resources Specialist, and/or a Climate Resilience Specialist) for the anticipated USAID-funded Egypt Water Resilience Activity. This 4-year (with a possibility of 1-option year) activity will focus on improving evidence-based policymaking for water and wastewater utility resilience, improving implementation of adaptation strategies at selected governorates, and increasing awareness about climate change in selected communities. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
The Policy & Governance Lead reports to the Chief of Party and will focus on improving evidence-based policymaking for water and wastewater utility resilience to climate change. The Lead will oversee two components linked to this outcome:
- Component 1: Development of a National Assessment of Water and Wastewater Utilities; and
- Component 2: Development and adoption of a National Strategy and Action Plan for Climate Change Adaptation.
Specific Duties and Responsibilities of the Lead Include:
- Managing water governance workstreams, tasks and activities that strengthen the policies and planning mechanisms across relevant ministries, including counterparts’ capacity to update, implement, and monitor against them.
- Overseeing nationwide assessment and strategy of water and wastewater utilities across Egypt, oversee framework for climate adaptation assessment and work closely with ministries and stakeholders.
- Developing tasks and activity plans for planning and policy work.
- Leading engagement with ministry managers and senior staff to facilitate and enable implementation and institutionalization of policy and planning activities, in close coordination with the Chief of Party.
- As needed, representing Egypt WRA at donor coordination meetings, workshops, conferences, and stakeholder engagements.
Qualifications sought for the Lead include:
- Bachelor’s degree or license in a relevant field, master’s preferred;
- At least seven (7) years of professional experience of increasing responsibility;
- Experience working with Egyptian government institutions, international donors, and/or local organizations in the Middle East and/or North Africa region;
- Experience working with USAID preferred;
- In-depth knowledge of Egypt’s regulatory and policy environment, especially for the water/wastewater sector;
- Demonstrated ability to establish strong working relationships with government officials, NGOs/grantees, local media, the private sector, and other donors;
- Five (5) years of management/supervisory experience;
- Demonstrated adaptive leadership skills, versatility, and integrity;
- Strong writing and interpersonal skills;
- Fluency in Arabic and professional proficiency in English are required.
Policy & Governance Specialist roles may include a Sector Regulatory Specialist, a Water Resources Specialist, and/or a Climate Resilience Specialist.
Qualifications sought for the Specialists may include:
- At least a bachelor’s degree or license in a relevant field, master’s preferred;
- At least three (3) years of professional experience of increasing responsibility;
- Experience working with Egyptian government institutions, international donors, and/or local organizations in the Middle East and/or North Africa region;
- Experience working with USAID preferred;
- Knowledge of Egypt’s regulatory and policy environment, especially for the water/wastewater sector and/or climate change adaptation;
- Demonstrated integrity and creative problem-solving skills;
- Strong writing and interpersonal skills;
- Fluency in Arabic and professional proficiency in English are required.
