The International Policy centre (IPC) is responsible for setting a proactive and cohesive policy agenda across IUCN and driving IUCN’s strategic engagement in the global environmental policy arena and with Multilateral Environmental Agreements to enhance the Union’s influence, visibility, and impact all in accordance with IUCN’s Mission and Vision. The Centre aims to assist decision makers at multiple levels with legal assessments, advisory services, policy recommendations, legislative drafting, and mentoring.
The Centre also acts as the custodian of IUCN’s general policy – Resolutions and Recommendations, maintains the Resolutions and Recommendations Platform. The IPC contributes to IUCN’s policy and governance system, supports the IUCN Council and its Committees and its staff engage in various processes to support the effective running of the IUCN World Conservation Congress, including the motions process and elections.
The staff of the Centre is located in the Headquarters of IUCN as well as in Bonn, Brussels, and New York to service the IUCN UN Observer Mission.
The Centre’s Director reports directly to the Director General.
Duties & Responsibilities:
Policy System, Procedures & Internal Governance
  • Act as the Centre’s focal point for IUCN’s Resolutions and Recommendations follow-up, ensuring close collaboration with the Director General’s Office and other Centres, Teams and Regions as needed;
  • Lead the development of short analytical pieces by thematic clusters of Resolutions & Recommendations, thus contributing to keeping IUCN’s general policy systematically under review;
  • Ensure proper maintenance of the IUCN Resolutions and Recommendations Platform (or any other future platform/system), and relevant follow-up of implementation;
  • Contribute to the interface with IUCN’s website in relation to IUCN’s general policy as adopted by IUCN membership;
  • Working closely with the Centre’s Director, develop the annual Resolutions’ implementation report for the Programme and Policy Committee of Council (PPC);
  • Liaising with the Membership and Commission Support Unit, ensure that the section on Resolutions and Recommendations in the bi-monthly IUCN Digest is timely prepared and featured;
  • Provide inputs and contribute to the Centre’s work in relation to the World Conservation Congress, including by being part of the motions support team;
  • Together with the Centre’s team, update, maintain and disseminate internal procedures for global policy delivery in collaboration with the Programmatic Centres, Regional Offices and relevant units.
  • Policy influencing and advocacy
  • Work closely together with the rest of the team to support IUCN’s policy influencing work in the context of the three Rio Conventions – Convention on Biological Diversity (CBD), the United Nations Framework Convention on Climate Change (UNFCCC) and the United Nations Convention to Combat Desertification (UNCCD);
  • Contribute and provide inputs to drafting, consulting and assembling IUCN position papers, providing feedback to political declarations, or statements; coordinating and being part of delegations; planning side events; among others;
  • Represent IUCN, as appropriate, in meetings of the different multilateral environmental agreements (MEAs) and conventions in which IUCN engages, in particular, CBD;
  • Communications & Outreach
  • In close consultation with the Centre’s Director and team, contribute to the development, maintenance and dissemination of policy relevant communication and outreach materials (e.g. policy events’ calendar, briefs, information papers, etc);
  • Project portfolio & fundraising
  • Support Centre’s management of its project portfolio, as appropriate;
  • Contribute to donor reporting, as appropriate;
  • Participate in the Centre’s fund-raising efforts, as required;
  • Others
  • Contribute to IUCN’s Programme implementation; and
  • Provide support to other activities of the Centre as required.
The above job description contains the main duties and responsibilities for this position. However, in a small organization such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description. Where any task becomes a regular part of an employee’s responsibilities, the job description will be changed in consultation with the employee and the Human Resources Management Group.
Requirements:
  • University degree in political science, law, international relations, economics, or other related fields.
  • 5-7 years professional experience, preferably in an international organization or similar field of work.
  • Fluency in oral and written English.
  • Knowledge of other IUCN languages (French and Spanish) is a valuable asset.
  • Good analytical and research skills and attentive to detail.
  • Mastery of IT tools needed for the job.
  • Diplomatic, dynamic and fast learner.
