Org. Setting and Reporting

This position is located in the Strategic Policy and Development Section (SPDS) of the Police Division, Office of Rule of Law and Security Institutions, Department of Peace Operations (DPO). The incumbent reports directly to the Chief of SPDS.

The overall objectives of the Police Division are to effectively direct police components in peacekeeping operations and special political missions; to strengthen the strategic direction, planning, and management of police components in peacekeeping operations; and, to work towards a shared understanding among all stakeholders on the future direction of police peacekeeping.

Responsibilities

Within delegated authority, the Policy Officer will be responsible for the following duties:

  • Develops, implements, monitors, analyzes and evaluates the full range of assigned policies, guidelines, directives, programmes/projects and procedures related to the deployment of police to peace operations, including those policies designed to facilitate the rapid deployment of police during the start-up phase of peace operations
  • Reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Performs drafting of principles and guidelines for the development and capacity enhancement of host-state police institutions and the coordination of UN Police’s activities with the clients, including but not limited to host-state police, UN military.
  • Researches, analyzes and presents information gathered from diverse sources.
  • With regard to the police components of peace operations, coordinates and personally carries out new policies, procedures and mandates, including the review and analysis of existing ones so they respond to the actual needs of the police components; prepares evaluations or other research activities and studies.
  • Generates survey initiatives; reviews, analyzes and interprets Police Division’s lessons learned activities and is responsible for preparing detailed reports containing problems/issues analysis, and prepares conclusions so that developed policies incorporate best practices.
  • Advises police components on the implementation of policies, procedures and mandates. This will entail coordinating closely with the Police Division’s Mission Management and Support Section (MMSS) and Selection and Recruitment Section (SRS) to continuously assess and revise the administrative, personnel and management policies and procedures of police components.
  • Maintains regular contact with mission-based police components and working closely with the other elements of the Office of Rule of Law and Security Institutions, as well as with the Regional Offices, Office of Military Affairs and Policy, Evaluation and Training Division of DPO, Department of Operational Support (DOS) and Department of Political and Peacebuilding Affairs (DPPA).
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Initiates and coordinates outreach activities by forging and strengthening working partnerships with Member State experts on policing matters, think tanks, academic institutions, professional associations, and other international and regional organizations. May be involved in conducting training workshops, seminars, etc.; as well as making presentations on assigned topics/activities.
  • Coordinates and is responsible for the activities related to the implementation of the old and preparation and submissions of the new long- and short-term programmes/projects, including liaison with the Standing Police Capacity and support of the development of the Strategic Guidance Framework for International Police Peacekeeping, as well as other projects related to police reform and restructuring.
  • Performs other duties as required.

  • Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed. Must possess excellent communication (verbal and written) skills, in English including the ability to draft high-quality reports and other forms of correspondence, as well as to conduct presentations, articulate options, make and defend recommendations.

Education

  • Advanced university degree (Master’s degree or equivalent) in the field of police science, criminal justice, law, international security studies, business administration, management, economics or another related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience, including in police service, in policy development, project or programme management, administration or related area for police or other law enforcement agencies is required.
  • At least 2 years of experience in data analytics or related area is desirable.
  • Experience in peace operations is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required; working knowledge of French language is desirable. Knowledge of another UN official language is an advantage.
