The 2030 Agenda for Sustainable Development, including the 17 Sustainable Development Goals (SDGs), are global objectives that shape national development plans. From ending poverty and hunger to responding to climate change and sustaining our natural resources, food and agriculture lie at the heart of the 2030 Agenda.
The FAO Office of Sustainable Development Goals (OSG) coordinates FAO’s engagement in the 2030 Agenda follow-up and review, working closely with concerned units across the Organization with an overall objective to mainstream SDGs through the FAO Strategic Framework. The Office supports countries and stakeholders to increase their capacity to implement the SDGs by i) Capitalizing on FAO’s multidimensional technical expertise, information and knowledge; ii) Identifying innovative methods for prototyping and scaling up programmes and interventions for SDG acceleration; iii) Communicating the Organization’s key messages on SDGs and agrifood systems with a focus on collaboration and transformative partnerships.
OSG serves as a catalyser igniting systemic and transformative change to share and amplify, through consolidation and coordination, FAO’s unique contribution to the 2030 Agenda implementation at global, regional, and country levels, including through a set of services and products tailored to support the implementation of the FAO Strategic Framework.
The SDGs are central in FAO’s overall theory of change. Key SDGs and their indicators, including all indicators for which FAO is custodian or contributing agency, are used to promote focus, track progress and express aspirations at the level of medium/long-term outcome/impact. Twenty Programme Priority Areas (PPAs) guide the programmes that FAO implements under the four Betters in order to fill critical gaps and put in place the conditions needed to drive the changes that will ultimately contribute to the achievement of the specific SDG targets.
Technical Focus:
FAO’s work on SDGs covers various service lines including, monitoring and reporting progress, building capacity of countries to follow up and review the 2030 Agenda in areas of FAO work and supporting interventions to improve key SDG targets at national, regional and global levels. The Policy Officer (Sustainable Development Goals) focuses on supporting analytical work for planning and delivering science-based internal (FAO units) and external (FAO Members) SDGs services, at global, regional and national levels, as well as on policy and strategy support related to SDG acceleration through sustainable agrifood systems transformation.
Key Functions:
- Collects and analyses relevant technical, social, economic, environmental, institutional and technology related information, data and/or statistics to support the delivery of programme projects, products and services relating to policy and governance.
- Undertakes analysis, provides technical input for plans and reports and edits/revises technical/scientific documents.
- Participates in the development of improved work methods, tools and systems.
- Updates databases and web pages.
- Participates in multi-disciplinary project/work teams and missions.
- Collaborates in the development of training tools and materials and the organization of workshops/seminars, etc.
- Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners.
Specific Functions :
- Supports undertaking studies, through research, data collection, validation and analysis for the development of technical reports/publications and/or policy/project proposals on SDG integration and SDG-based agrifood system transformation using quantitative, qualitative and mixed research methods and advanced innovative technological applications and tools.
- Contributes to the provision of policy advice to support the planning, development and implementation of OSG programmes, projects, products and services.
- Analyses regional and country-level issues to provide inputs into the identification of country and regional priorities and requirements.
- Reviews agrifood systems related policy measures in regions and countries and advises regarding the synergies and trade-offs related to their contribution to the SDGs.
- Supports the analysis of SDGs trends in the framework of regional and national agrifood systems transformations.
- Responds to requests for technical and policy assistance on SDG-based agrifood systems transformation, provides technical and policy advice to Member countries and technical support to decentralized offices in the development and implementation of their programmes, including from the multilateral cooperation perspective.
- Prepares, in cooperation with peers from OSG and other FAO units, relevant FAO reports on SDGs and agrifood systems transformation.
- Supports the development of advocacy materials on the work of FAO on SDGs and the preparation of concept notes, background papers and policy briefs, substantial sections of reports, studies, publications in the areas of work of OSG.
- Organizes advocacy events on agrifood systems and SDGs (prepares concept notes, agendas, liaise with potential speakers, etc.).
- Interacts with relevant partners to improve cross-sectoral and multi-disciplinary policies and strategies concerning agrifood systems transformation and sustainable development.
- Performs other related duties as requested.
Candidates Will Be Assessed Against The Following:
Minimum Requirements:
- Advanced university degree in sustainable development, international relations, political sciences, agricultural economics, development economics, rural sociology, food security, sustainable agriculture (including livestock, forestry and fisheries), environmental science or related field.
- Three years of relevant experience in policy analysis and policy assistance work, relating to the area of sustainable development with a focus on SDG-based agrifood systems transformation, and monitoring and evaluation of policies and programmes.
- Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).
Technical/Functional Skills:
- Work experience in more than one location or area of work, particularly in field positions, is desirable.
- Extent of knowledge of the content of the 2030 Agenda and the SDGs, as well as other development agenda such as the Paris Agreement, and larger discourse on agrifood systems, food security, etc.
- Extent of knowledge of quantitative, qualitative and mixed research methods and advanced innovative technological applications and tools.
- Extent and relevance of experience in analysis of information, data and statistics related to SDGs, sustainable development and agrifood systems transformation.
- Extent and relevance of experience in policy analysis and advice, monitoring and evaluation of policies and programmes related to SDGs and sustainable development in the agrifood sector.
- Extent and relevance of experience in working with multidisciplinary teams.
- Excellent writing skills can be proved by relevant publications record.
