The Position

The Policy & Research Officer will lead the gathering and publication of key information and analysis on and for the ocean energy sector. This will cover any topic that can help communicate to political decision-makers the opportunities/challenges/solutions the sector represents/faces, such as: deployment statistics, financing needs & priorities, environmental impacts, manufacturing capacity.

The employee will also be responsible for “ETIP Ocean”, the Technology and Innovation Platform for Ocean Energy. Its objective is to identify funding priorities and disseminate information across the network. Beyond publications, other outputs include webinars, stakeholder events & workshops to fulfil this objective.

The Policy & Research Officer will be a part of Ocean Energy Europe’s policy team and report to the CEO.

Responsibilities

Policy analysis & publication writing

  • Propose, plan, and write publications – from sector information sheets & infographics to fully-fledged published reports, such as Powering Homes Today;
  • Consult sector & external stakeholders and extract useful information;
  • Analyse quantitative and qualitative data and shape it into policy messages;
  • Finalise documents with graphic designer and plan launch events if relevant;
  • Disseminate conclusions and/or support the policy and communication teams to do so;
  • Update and use the ocean energy project pipeline, gathering status of projects worldwide.

Stakeholder platform coordination

  • Ensure ETIP Ocean fulfils its objectives and delivers wider sectoral benefits;
  • Coordinate with stakeholders – public and private, other ETIPs;
  • Organise and shape the programme for meetings, events and webinars;
  • Represent the sector at events and meetings, incl. public speaking;
  • Communication & ETIP Ocean project reporting will be managed by other OEE team members.

Other potential tasks

  • Communicate sector priorities to national authorities, and other EC DGs;
  • Participate in lobbying initiatives where relevant or desirable;
  • Assist with OEE matters: membership recruitment, conference organisation, admin…

Qualifications

  • Mandatory: University degree in relevant field (political sciences/economy/environment…);
  • Mandatory: Minimum 5 years of experience in relevant field(s);
  • Mandatory: Excellent oral and written English;
  • Mandatory: Proven experience with data gathering and analysis;
  • Mandatory: Proven experience of writing policy publications;
  • Asset: Deep understanding of the Energy/Renewables sectors at EU and global levels;
  • Asset: Experience in international stakeholder coordination;
  • Asset: Experience in public speaking and event moderation;
  • Asset: Speaker-level in other languages, particularly French.

We assume all candidates will be able to prioritise, work under pressure, on budget and to tight deadlines, have an eye for detail, etc.

Conditions

Ocean Energy Europe offers an attractive salary and benefits package under Belgian law.

  • Salary range: 44-55k€ gross annual, based on experience, on a 13.92 month Belgian contract;
  • Attractive benefits package: lunch vouchers, transport, mobile, home internet, hospitalisation;
  • Unlimited full-time contract, based in Brussels at OEE offices;
  • Based in Brussels at OEE offices, with partial remote working possibilities;
  • Start: 1st January 2025 or earlier if available.
