Result of Service
Under these terms of reference, the consultant shall deliver the following specific outputs: A. Reviewed Country Report on Bangladesh, including the legal review and capacity assessments, including through research, drafting and cite checking; B. Reviewed Country Report of Bhutan, including the legal review and capacity assessments, including through research, drafting and cite checking; C. Reviewed Country Report of India, including the legal review and capacity assessments, including through research, drafting and cite checking; D. Reviewed Country Report of the Maldives, including the legal review and capacity assessments, including through research, drafting and cite checking; E. Reviewed Country Report of Nepal, including the legal review and capacity assessments, including through research, drafting and cite checking; F. Reviewed Country Report of Sri Lanka, including the legal review and capacity assessments, including through research, drafting and cite checking; G. Review and finalization of the Sentencing Guidelines for submission to the Ministry of Law, Justice and Parliamentary Affairs of Bangladesh; H. Finalization of GLO.ACT PROTECT (2023-2026) progress reports, showcasing project results, document the project lessons learned, and good practices identified by the GLO.ACT Team and partner countries; I. Drafting of written outputs regarding GLO.ACT’s involvement with the 15th session of the Working Group on Trafficking in Persons (Vienna, October 2025), including through preparing inputs to background documents, and any follow-up support required. J. Drafting of written outputs regarding GLO.ACT’s involvement with the 15th session of the Working Group on Smuggling of Migrants (Vienna, October 2025), including through preparing inputs to background documents, and any follow-up support required; K. Contribute to the organization and delivery of GLO.ACT training workshops, conferences and other events, including through preparing background documents (concept note, agenda, list of participants, pre- and post-surveys etc.), coordinating with relevant internal and external stakeholders, and drafting the report, web story and other relevant written outputs; L. Contribute to the organization of the GLO.ACT Women’s Network (WN) workshops: draft pre-and post-surveys/questionaries, updating of KNOWTS WN spaces, workshop report and other written outputs; M. Contribute to the organization of the GLO.ACT Women’s Network Annual General Meeting and other exchange meetings: provide support with the development of a concept note, agenda, presentations, and other documents as required; N. Lead on launching new features of the GLO.ACT Women’s Network’s Women CAN Campaign: coordinating with interviewees, drafting questions, and liaising on publication. O. Contribute to the organization of the GLO.ACT Project Steering Committee (PSC) meeting with its donors: liaise with the GLO.ACT Team in the preparation and possible follow up actions; P. Contribute to GLO.ACT’s communication and visibility outputs (write web stories, resources, newsletters, media engagements points, etc.).

Duties and Responsibilities
UNODC’s Global Action against Trafficking in Persons and the Smuggling of Migrants (GLO.ACT), implemented under the global programme UNODC Action against Human Trafficking and Migrant Smuggling (GLOTS3), is an initiative funded by the European Union that has been supporting partner Member States enhance their response to trafficking in persons (TIP) and the smuggling of migrants (SOM) since 2015. This position is located in the United Nations Office on Drugs and Crime (UNODC), Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), in Vienna, Austria. The consultant will work with the Global Action to Prevent and Address Trafficking in Persons and the Smuggling of Migrants (GLO.ACT) team, under the direct supervision of the GLO.ACT Legal and Policy Officer and the overall substantive guidance of the GLO.ACT Project Coordinator and the Chief of HTMSS. UNODC is seeking a junior consultant to support the day-to-day management and implementation of the GLO.ACT project, with a specific focus on policy, research as well as monitoring, evaluation, and learning (MEL). The assignment will be carried out under the direct supervision of the Legal and Policy Officer of GLO.ACT and overall guidance of the GLO.ACT Project Coordinator, the consultant will perform the following specific tasks: • Contribute to the implementation of GLO.ACT, with a focus on substantive policy input for the formulation, implementation and assessment of project activities, collect and compile relevant background data and information; undertake desk research and support assessment missions; • Liaise with partner countries and other donor entities on resource mobilization; cooperate and coordinate closely with the UNODC field offices and the experts placed in the field under the framework of GLO.ACT on implementation arrangements, potential partners, and detailed specification for project activities; • Development and finalization of a variety of written outputs, such as technical publications, concept notes, background papers, event reports, briefings, presentations and GLO.ACT Outcome Monitoring Tool, including drafting, editing and reviewing such outputs; • Preparation of progress reports on the GLO.ACT showcasing project results, document the project lessons learned, and good practices identified by the GLO.ACT Team and partner countries; • Organization of a series of regional and national workshops (online), such as the GLO.ACT Women’s Network workshops; side events, and expert group meetings: provide administrative and substantive support (such as contribute to develop concept notes and research) to the workshops; draft pre-and post-surveys/questionaries, workshop reports and other written outputs; • Draft monitoring and evaluation reports requirements for GLO.ACT internally and for the donor; • Drafting a variety of written outputs including funding proposals, concept notes, policy papers, brochures and other materials; • Developing GLO.ACT’s communication outputs (write web articles, resources, newsletters, media engagements points, etc.).
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in international relations, political science, law, social science, or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. At least 2 year of relevant professional experience in policy drafting, research and editing of documents is required; Experience in conducting research is required; Experience in drafting policy and research papers is required; Experience on the implementation of programmes or projects to prevent and combat trafficking in persons and smuggling of migrants is required; Experience in supporting the management and organization of professional networks, particularly those aimed at supporting women, is desirable; Experience working with countries across Central Asia and South Asia is desirable; Experience working for the United Nations or other international organizations is desirable.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English (i.e. oral and written proficiency and excellent drafting skills) is required. Knowledge of other official UN languages is an advantage.
