This post is located at the United Nations Office of the Special Adviser on the prevention of Genocide at the UN Headquarters in New York. The Political Affairs Officer will report to the Senior Political Affairs Officer.

Responsibilities

Within delegated authority, the Political Affairs Officer will be responsible for the following duties:

  • Participates in the discussion and formulation of political and technical strategies in the field of prevention of genocide and related crimes (war crimes and crimes against humanity).
  • Reviews and monitors activities in the country or region assigned; assesses trends, including of hate speech, which might affect the political situation; recommends solutions/possible actions by United Nations.
  • Analyses political and related events in assigned area with a view to provide early warning advice to the Special Adviser on the Prevention of Genocide.
  • Prepares advisory notes and analytical reports on sensitive and high-level matters of concern to the General Assembly, Security Council or other bodies; drafts notes, background papers, talking points and other correspondence for the Special Adviser on the Prevention of Genocide as required.
  • Ensures up-to-date information regarding substantive matters and makes recommendations on actions to take.
  • Participates in policy discussions regarding the prevention of genocide and related crimes.
  • Makes contact with other sectors of the UN, other international organizations and governments on coordination and policy matters with regards to the prevention of genocide and related crimes; briefs representatives and provides, as appropriate suggestions and recommendations.
  • Manages or supervises projects being implemented in the field.
  • Briefs donors and other interested parties on operations and assist in resource mobilization activities.
  • Prepares briefing notes/talking points for the SG and the Special Adviser on the Prevention of Genocide as needed.
  • Carries out, in consultation with supervisors, administrative functions relating to the staffing, planning and budget development.
  • Develops and delivers training courses in the prevention of genocide and related crimes as part of the ongoing internal capacity-building efforts of the organization.
  • Support the African Union to strengthen its genocide and related crimes prevention and early warning capacity.
  • Organize and participate in fact-finding missions as required.
  • Performs other related duties as required. Other
  • Collects and analyses data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education

  • Advanced university degree (Master’s degree or equivalent) degree in political science, international relations, law, public administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

  • A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience working in the United Nations, or another similar international multi-lateral organization is required. Experience in monitoring, analysis and prevention of genocide, war crimes and crimes against humanity is required. Experience in engaging with regional organizations is required. Experience in supporting budget development, implementation and monitoring is required. Experience working with programme or project management is desirable. Experience working in the field is desirable. A minimum of two years of experience in data analytics or related area is desirable

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
