I. Introduction
The Green Climate Fund (GCF)—a critical element of the historic Paris Agreement—is the world’s largest climate fund mandated to support low-emission, climate-resilient development pathways. As an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), GCF contributes to the goal of keeping an average global temperature rise well below two degrees Celsius.
The Division of Portfolio Management (DPM) currently oversees all GCF projects and activities, including the Readiness and Preparatory Support Programme (RPSP) and Project Preparation Facility (PPF) after first disbursement through completion. It supports operational units through the review, implementation, monitoring, and evaluation of mitigation, adaptation and cross-cutting projects/programmes.
The DPM within the Green Climate Fund is currently seeking a Portfolio Monitoring and Reporting Assistant Consultant to support the portfolio data monitoring and reporting functions of the DPM. The consultant will work within the Results and Data Management (RDM) workstream of the DPM which is tasked with strengthening effective management of GCF portfolio’s results, performance, and corresponding data across funded activities, RPSP and PPF. He/she is expected to be based in Songdo, South Korea at the headquarters for 7 months and will report to the Data Management Associate, DPM. The incumbent will also work closely with the Data Management Specialist and the Senior Results and Data Management Specialist.The assignment is for an initial 140 days over a 7-month period.
II. Scope
Under the direct supervision of the Data Management Associate in DPM and in close coordination with the Senior Results and Data Management Specialist and Data Management Specialist, the consultant will provide substantive support to the RDM-team in improving the portfolio monitoring and reporting functions through undertaking data analysis and tabulation/visualization work and meeting reporting requirements related to the GCF’s portfolio results and performance. In addition, (s)he is expected to contribute to improving or extending the portfolio data access to internal and external stakeholders by undertaking a range of support tasks including data validation and review and capacity building of users.
III. Duties and responsibilities
Contribute to improving the portfolio monitoring and reporting functions of the DPM. Respond to portfolio related data requests from external as well as internal stakeholders by undertaking data extraction, analysis and tabulation as necessary.
- Support the preparation and compilation of GCF Board documents on the GCF portfolio, relevant presentations, briefing notes and minutes. The work includes coordination to receive inputs from multiple divisions such as Division of Mitigation and Adaptation, (DMA), Division of Private Sector Facility (PSF), Division of External Affairs (DEA), Division of Support Services (DSS) and other DPM workstreams;
- Contribute to the operationalization of effective portfolio monitoring functions through, for example, leading the preparation of bi-weekly post-approval dashboards for funded activities; feeding into quarterly risk-dashboards preparation processes and undertaking portfolio review analysis as may be requested by the DPM senior management;
- Support the improvement of the post-approval portfolio monitoring functions through assisting the development and operationalization of new processes, data collection templates, Tableau workbooks, refined monitoring indicators and its definitions;
- Perform review, reconciliation, rectification, and refinement of the portfolio data as necessary to contribute to increasing the data quality and accuracy;
- Contribute to increasing the efficiency of the RPSP portfolio data tabulation, analysis and reporting through refining readiness data workbooks, system links and feed, and close liaison with the Division of Country Programming (DCP) and Portfolio Implementation, Monitoring and Management (PIMM) readiness workstream of the DPM;
- Support the GCF’s replenishment work by undertaking data analysis and visualization to showcase GCF’s results and impacts as may be requested by the DEA and or contributors.
- Feed into the documentation of all data related procedures and protocols; and
- Provide support to any other tasks as may be requested by the RDM specialists and associate, including assisting the tracking and monitoring of ongoing RDM projects/initiatives.
Contribute to improving the portfolio data access to internal and external stakeholders
- Support the development and refinement of various components of the Open Data Library (ODL) project to provide the GCF secretariat as well as external stakeholders with enhanced access to the GCF portfolio and risk data. The work will include preparing dashboard design sketches and datasets required for pilot dashboards, quality assuring or validating data on the ODL, and supporting the internal consultation processes;
- Assist in organizing stakeholder training/sensitization sessions and developing user guide and resources to increase the utilization of the ODL and other external facing platforms as relevant;
- Undertake timely updates of portfolio data information in integrated portfolio management systems (IPMS) to ensure the latest portfolio or projects data is available on the GCF website.
- Assist in the establishment of a new workflow/process to feed and update high level project information onto the GCF public website throughout the lifecycle of the GCF projects/programmes. The work includes documenting the new process, supporting the consultation within the DPM and feeding into the data governance discussion at the inter- divisional Data Council as relevant.
IV. Deliverables
- Board documents and reports were prepared and finalized within the specified timelines with inputs from multiple divisions and workstreams;
- The post-approval monitoring processes enhanced with new templates and processes established.
- Portfolio data validation, reconciliation, and analyses undertaken and completed.
- Data access initiatives supported through data validation, dataset preparation and development of training resources.
- Documentation of existing and future data update processes and procedures drafted
- Readiness data structure and workbooks maintained and refined.
V. Required Experience and Qualifications
- Bachelor’s degree or equivalent in economics, finance, sustainable development, climate policy, environmental sciences, information science or related fields;
- Minimum one year with a master’s level degree, or minimum two years of work experience with a bachelor’s degree;
- Proficiency in standard software programmes (MS Excel, Word, PowerPoint, Outlook, and Access) as well as data management and visualization tools including proven experience in undertaking data analysis; experience of Tableau is an added advantage;
- Excellent written and oral communication skills in English, and able to synthesize complex ideas in a concise manner;
- Good knowledge of portfolio management systems in the public and private sectors preferred;
- Experience in climate finance, international economics, or information management is highly desirable;
- Ability to work in a multicultural environment with diverse stakeholders;
- Ability to work independently and take the initiative in response to Fund’s needs; and
- Experience in an international setting is an advantage.
