The Economic Recovery and Institutional Development (ERID) Portfolio directly contributes towards programme priority 3 for “Sustainable Natural Resources Management for Inclusive Economic Growth” of UNDP Country Programme (2021 – 2025). The core business of the Portfolio can be encapsulated in three main thematic areas that take gender mainstreaming to be a core of its modus operandi. Gender mainstreaming is embedded in all projects and activities by ensuring that gendered principles on planning, service delivery, innovation, financial inclusion, and other areas are financed and included.   

(i) Institutional and Capacity Development for core functions of government institutions: This involves the important function of ensuring that key government offices are equipped with human and operational resources to deliver core government functions and policies in areas of national/sub-national planning, data management, anti-corruption, statistics, reporting, aid coordination and management among others. 

(ii) Economic development and livelihoods recovery for vulnerable populations: This work stream of the portfolio responds to key vulnerable population groups such as women, 

(iii) youth, and Displacement Affected Communities (DACs) and their host communities in a bid to provide them with sustainable resilience and coping mechanisms to the shocks of natural disasters, insecurity, limited-service delivery, and poverty. The strand also works at the national level in a bid to create the right platforms for local and international investment promotion as well as ramping up the drivers of employment creation through digital transformation initiatives among other interventions. 

(iv) Decentralization initiatives: these interventions seek to support the localization of policy and development support down to the Federal Member States (FMSs) where it is then cascaded to the district levels finally reaching the local community on the ground through service provision, capacity building and inclusive citizen participation and engagement. 

As all stakeholders, including UNDP, wait to see how the new government takes shape, the key priorities during the current cycle of UNDP’s Country Programme are likely to be aimed towards more POLITICAL STABILITY; more ECONOMIC REFORMS and INSTITUTIONAL DEVELOPMENT, deliberate interventions to INCREASE SECURITY and RULE OF LAW; INCREASED COOPERATION for MITIGATING CLIMATE CHANGE IMPACTS; and an increase in investments for ECONOMIC AND SOCIAL DEVELOPMENT in line with the  objectives of the National Development Plan 9 (NDP9).

While a  dedicated program team has been established to the support of the respective governments on the Federal Level and the Member States with the implementation of the agreed upon projects under the ERID Portfolio, a dedicated Monitoring and Evaluation Officer is required to ensure that the projects are aligned to UNDP and donor agencies corporate standards and regulations. The present position is part and parcel of the program team.

The present position focuses on the Monitoring, Evaluation and Reporting of the different projects that will be implemented through the ERID Portfolio


Duties and Responsibilities

1. Support Strategic Policy Advice and Coordination:

  • Develop and implement a clear approach for reporting – quarterly, annual and ad hoc subject matter or donor reports by the different projects in the ERID Portfolio;
  • Draft and finalize projects quarterly reports, and other donor reports, as necessary, particularly on risks, reflections and lessons leant on implementation;
  • Oversee the quality of the reports in the Portfolio;
  • Ensure all project and program reporting in UNDP Corporate system (Quantum) is carried out on time, efficiently and in high quality;
  • Provide UNDP communications team with success stories and materials for project and program visibility;
  • Ensure results frameworks for all Project Documents, LOAs and PiPs emanating from the projects are in line with UNDP Corporate Standards.

2. Design and implement monitoring and evaluation policies and strategies of the Portfolio

  • verall responsibility for the design of the monitoring strategies of the projects under the Portfolio and its successful implementation;
  • Ensure that the Portfolio is aligned to the key priorities identified in the outcomes of the UNDP Strategic Plan and the Country Programme Document;
  • Promote and support quality assurance activities undertaken by the Portfolio;
  • Contribute to the development of evaluation plans as required by the Country Office.
  • Ensure quality and accountability of progress monitoring and reporting;
  • Design and implement monitoring and evaluation policies and strategies of the Portfolio
  • Support to project implementation and management

3. Support to project implementation and management 

  • Develop and implement a training and feedback mechanism to the project teams and the partners in the projects to further enhance LoA implementation arrangements with a strong focus on reporting arrangements, including the evidence collection required for reporting against results.
  • Support implementation of effective project steering and oversight by assisting in preparation for Project Steering Committee/Project Boards, which are attended by donors and government stakeholders. This includes developing draft agendas, amending them following feedback from national counterparts and project staff, organizing logistics and writing up the recommendations;
  • When working with (including supervising) national staff or (non) governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal on the job training;
  • Assist with ideation and development of new ideas for projects;
  • Ensure that Third Party Monitoring Teams carry out assigned activities as requested by the Portfolio and according to UNDP standards and procedures.

Required Skills and Experience
Min. Education requirements
  • Advanced university degree (master’s degree or equivalent) in Development/Development Studies, Economics, Statistics, Business Administration/Management, Public Administration, Social Policy/Sciences, International Relations, or related field is required; or
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

 

Min. years of relevant work experience
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in M&E, programme and/or team management working with quality assurance instruments, results-based management models, and multiple stakeholders.
Required  skills
  • Written and spoken English, equivalent to native;
  • Experience in drafting reports
  • Experience in the usage of computers and office software packages (MS Word, Excel, Power Point etc.) and knowledge of spreadsheet and databases packages, experience in handling of web-based management systems
