Duties and Responsibilities
Background The position is located in the Local2030 Coalition Secretariat in Bilbao, as part of the Urban Practices Branch (UPB) within the Global Solutions Division. The Global Solutions Division (GSD) provides programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan. The Division leads the tools and methodology production and the integration of the various substantive competencies towards the effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training and supports capacity development of Member States and partners. The Urban Practices Branch (UPB) is the tools, methodology, production, and skills centre of the UN-Habitat that develops normative guidance and cutting-edge tools through its five sections and agency-wide communities of urban practice. It provides technical and policy advice approaches and methodologies to MCOs/CO, government and partners and mainstreams them throughout the programme portfolio. It also ensures that the cross-cutting area of safety and social inclusion issues, including human rights, gender, children, youth and older persons, and disability, are developed and mainstreamed across the Agency. The Local2030 Coalition is the UN system-wide mechanism to advance the crucial engagement of local stakeholders in a systematic way – a common space to mobilise, engage and empower every local actor, everywhere – towards achieving the SDGs. The Coalition is underpinned by the recognition that strategic and committed partnerships are key to ensuring coherence and effectiveness. Inside the UN system, the Local2030 Coalition aims to strengthen coordination between the UN entities’ efforts and expand and deepen their partnerships with local actors to advance the SDGs. The Coalition is co-chaired by UN-Habitat (as the permanent co-chair) and one other UN entity, which rotates every two years (currently FAO). UN-Habitat also leads the Secretariat of the Local2030 Coalition. The Coalition is governed by a Steering Committee and supported by a UN Directors’ Group, which includes senior representatives from various UN Agencies, Offices, Funds and Programmes. The Executive Office of the Secretary-General (EOSG) closely accompanies and supports the work of the Local2030 Coalition. Duties and Responsibilities The consultant’s main responsibility will be to support the activities of the Local2030 Coalition Secretariat, specifically in terms of (i) support the roll-out and implementation of the SDG Localization Portfolio and Marker (ii) support the implementation of the Global Component of the Local2030 Coalition Knowledge and Scientific Network (KSN) (iii) coordinate the Youth Engagement strategy within the Local2030 Coalition, (iv) coordinate the Local2030 Coalition Report of activities and (v) general support of the Local2030 Coalition Secretariat. Specifically, the consultant will be responsible for the following tasks: 1. Support the roll-out and implementation of the SDG Localization Portfolio and Marker: • Support the evaluation process of the funding rounds of the SDG Localization Portfolio and the use of the SDG Localization Marker, promoted together with the Joint SDG Fund, by a) assigning UN and non-UN experts to revise joint programme proposals and the marker’s self-assessment; b) acting as the Local2030 Coalition Secretariat focal point with UN and non-UN experts, sending communications and clarifying questions of the process; and c) ensuring evaluators complete their reviews promptly; • c) Liaise with UN Country Teams during the implementation phase of the first call for seed funding proposals for SDG localization to clarify questions and connect the teams with UN experts. 2. Support the implementation of the Global Component of the Local2030 Coalition Knowledge and Scientific Network (KSN): • Support the growth of the KSN by a) identifying universities and research institutes to join the network, b) sending invitations to potential new members, and c) clarifying questions about the network. • Keep the information available for members of the KSN and the Local2030 Coalition by creating and maintaining a shared folder with concept notes, membership, ToRs, events, etc. • Disseminate the knowledge developed by the Knowledge and Scientific Network with the Local2030 Coalition and its members and vice-versa, to ensure they are connected. • Support the development of concept notes and detailed proposals for events and workshops organized by the KSN. • Support the Scientific Coordinator to manage the global network by a) organizing meetings; b) creating partnership opportunities for members. • Act as the Local2030 Coalition Secretariat focal point for liaising the Knowledge and Scientific Network with the members of the Local2030 Coalition (Local2030 Coalition co-chairs, UN Directors Group, Steering Committee, Local2030 Coalition and other partner organizations where relevant). • Act as the Local2030 Coalition Secretariat focal point for connecting the advancement of the global component with the implementation of the pilot countries by; a) attending bi-weekly coordination meetings; b) sending materials. 3. Coordinate the Youth Engagement strategy within the Local2030 Coalition: • Coordinate the engagement with civil society and youth by a) supporting the design of a survey; b) organizing focus groups; c) conducting data analysis; d) drafting an outreach and youth engagement strategy plan. • Act as the Local2030 Coalition Secretariat focal point for youth engagement and coordinate these efforts with focal points of the Local2030 Coalition co-chairs (UN-Habitat and FAO), Steering Committee UN Entities, Local2030 Hubs and other partner organizations where relevant, by a) connecting youth with the Local2030 Coalition members; b) attending Local2030 Coalition meetings and presenting progress on the youth engagement; and c) sending communications and materials. • Organize bi-weekly coordination meetings with the youth representative of the Steering Committee. 4. Coordinate the Local2030 Coalition Report of activities: • Coordinate the Local2030 Coalition Annual Report of activities against the Local2030 Coalition Annual Workplan in collaboration with the Local2030 Coalition Secretariat by a) creating an outline/structure; collecting information; b) developing the first draft. • Coordinate the annual donor report in collaboration with the Local2030 Coalition Secretariat by a) creating an outline/structure; collecting information; b) developing the first draft. 5. General support of the Local2030 Coalition Secretariat • Provide general support to the meetings set up of the Local2030 Coalition UN Directors Group and the Steering Committee • Support the Local2030 Coalition Secretariat in coordinating event-related tasks and activities effectively. Reporting Line The position is located in the Local2030 Coalition Secretariat, as part of the Urban Practices Branch (UPB) within the Global Solutions Division. The incumbent will be supervised by the Head of the Secretariat and the Officer in Charge of the Local2030 Coalition Secretariat. The expert will work in proximity to the other members of the Secretariat and of the Local2030 Coalition and key partners.
Qualifications/special skills
An advanced university degree in public affairs, political science, social sciences, urban studies, social sciences, communications, development studies, or other relevant areas is required. A minimum of five (5) years of relevant working experience in programme support. Required. Working experience on the 2030 Agenda and the local implementation of the SDGs and issues related to sustainable development, urban planning, local development and project management will be highly valued
Languages
Fluency in English is mandatory for this specific consultancy (Required). Knowledge of Spanish is desirable
