1. General Background

The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The UN Refugee Agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.

UNHCR has helped millions of people to restart their lives. They include asylum seekers, refugees, returnees, stateless people and internally displaced persons. Its interventions in the areas of protection, shelter, health and education have been crucial, healing broken pasts and building brighter futures.
The UNHCR Office in China was established in 1979. Although China has been party to the 1951 Convention and 1967 Protocol since 1982, it has no law comprehensively governing asylum. In the absence of national refugee legislation, UNHCR continues to register asylum seekers, conducts individual refugee status determination under its mandate, seeks durable solutions for refugees, and provides direct assistance to the refugee population in mainland China.

The Standing Committee of China’s National People’s Congress adopted an Exit-Entry Administration Law on 30 June 2012, which came into force on 1 July 2013. This domestic law includes a provision (Article 46) regarding the treatment of refugees, which foresees, interalia, the possibility for persons of concerns to legally reside in China on the basis of a temporary identification to be issued by the authorities. UNHCR has been advocating for implementing regulations concerning Article 46 as well as working on building the capacity of the Government of China to implement its obligations under the 1951 Geneva Convention relating to the Status of Refugees and its 1967 Protocol.

UNHCR will continue to work with all stakeholders in China to ensure persons of concern receive adequate protection and assistance as well as to seek durable solutions for refugees.

The Private Sector Partnerships Service (PSP) sits within UNHCR’s Division of External Relations (DER) and is responsible for mobilizing resources and other forms of support from the private sector. In 2019, UNHCR China Office set up a new Private Sector Partnerships team to mobilize resources from the Chinese private sector to support our work globally. One of the key aspects in PSP’s work is to expand UNHCR’s engagement with the general public including UNHCR’s existing and potential supporters.

UNHCR is now looking for a highly motivated and driven PPH fundraiser, with a background in either private sector fundraising, Corporate Social Responsibility (CSR), communications or marketing to assist the PPH team to develop partnerships with corporate sector and provide cultivation and stewardship for existing corporate donors.

Recruitment as a UNHCR staff is subject to proof of vaccination against Covid-19.

2. Purpose and Scope of Assignment

Work under the functional guidance of the Assistant PPH Officer, the incumbent will assist in the
followings:

➢Assist the PPH team to develop the Private Partnerships and Philanthropy (PPH) strategy for China.
➢As delegated by the supervisor, support the engagement of PPH donors, and all activities relevant for the acquisition and strengthening of relationships with them, depending on the local market and philanthropic landscape.
➢Support the preparation of pitches, presentations, proposals, reports and any other fundraising materials targeting PPH donors.
➢Support the management of existing partnerships, e.g. by helping to draft donor reports, plan donor missions or other tasks necessary to ensure that relationships are appropriately nurtured.
➢Support the team with desk and market research to provide intelligence to inform PPH initiatives and/or the approach to specific corporate donors or sectors.
➢Support on the logistics for internal and external events, including internal skill-shares.
➢As delegated, and in collaboration with Administrative colleagues, support PPH colleagues with procurement, administrative and travel matters.
➢Support PPH colleagues with information management and knowledge-sharing, through the collation and dissemination of documents and data pertaining to partnerships and philanthropy.
➢Support the maintenance of up-to-date records of partnerships and relationships. This might include helping to keep track of income raised, keeping internal calendars and plans updated, and supporting on data entry and maintenance on Salesforce.
➢Support the delivery of communications and visibility plans with PPH donors. This can include helping to gather and collate data/information on various topics and for specific audiences, to organize the logistics of content-gathering missions and to prepare communications materials.
➢ Comply with UNHCR Due Diligence Procedures, help preparing compliance screening reports for
submission to PSP’s global team.
➢ Support the PSP team’s efforts to strengthen UNHCR visibility towards PPH audiences and to
position UNHCR as the ‘go to’ brand and Organization for private sector actors interesting in forced
displacement.
➢ Assist in the creation and dissemination of promotional materials for campaigns targeting PPH
Donors to ensure compatibility, timing and best results.
➢ Perform in direct link with the broader PSP country market plans and context, including effective collaborating on and working towards non-direct cash elements together with IG and MVD programmes.
➢ Perform other related duties as required.

3. Monitoring and Progress Controls

The individual contractor will work in the UNHCR office under direct supervision of Assistant PPH Officer and will be assessed according to;

– Ensure that PPH income targets are achieved in a cost effective manner

– Number of PPH donors diversified and partnerships with UNHCR continued in a long term manner

– Number of presentation and proposals produced in a year to obtain new partnerships

– Number of professional report prepared and delivered to donors

– Number of due diligence documents submitted to HQ

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

Completion of university degree in Business Administration, Communications, Marketing, International Relations, Sociology, or other related discipline.

b. Work Experience

– Minimum 3 years of relevant experience for high school diplomas, or 2 years for Bachelor degree and above, including experience of PPH programme in corporate fundraising from UN agencies, iNGOs, international organizations, and/or Corporate Social Responsibility (CSR).

– Excellent knowledge of UN (especially UNHCR) procedures.

– Excellent knowledge of MS Office Suite (in particular Excel) and Powerpoint Presentation.

– Excellent knowledge of English.

c. Key Competencies

– Work experience in professional fundraising skills, and/or marketing skills;

– Understanding about UNHCR’s works and/or humanitarian issues;

– Proven skills in writing, drafting, translation and communication and presentation skills;

– Proven experience in research and networking with the PPH programme

– Excellent writing and speaking skills in both Chinese and English
