Job Description
- Serve as a subject matter expert (SME) for billing/premium collections for Premium Assistance Programs including the LaCHIP Affordable Plan (LAP), FOA, and LaHIPP programs, as well as for Medicare premium payments made for the Buy-In program, and may stand-in for the Program Managers as SME for various projects.
- Serve as the primary point of contact for Premium Assistance Program inquiries received by Medicaid staff, members, eligibility analysts, vendors, and external entities; and, may work to resolve escalated issues, alongside and/or independent of team lead (i.e. Coordinator 3) and/or Program Managers.
- May monitor the daily operations of the Premium Assistance Programs administered by a vendor, such as LaHIPP and LAP/FOA.
- Monitor and ensure the reliability and accuracy of the Buy-In System as it interfaces with the Louisiana Medicaid Eligibility Data System (LaMEDS), Medicaid Management Information System (MMIS) maintained by the Fiscal Intermediary, and CMS.
- Participates in planning, development, design, testing, and implementation of changes and/or new specifications to the related systems and vendors.
- Receives and/or develops reports to trend and analyze participation and expenditures in Premium Assistance Programs. Monitor, identify, analyze, and report changes in trends and projections to team lead/Program Managers to identify potential system issues and impacts.
- Coordinates with Medicaid’s Technology teams and others to identify system issues and and recommend and work towards resolution; coordinates with team lead (i.e. Coordinator 3) and/or Program Managers in these efforts.
- Submit additions and deletions to the Buy-In file and notifies CMS of any changes to the individual’s Buy-In status through a daily, weekly, and/or monthly electronic data exchange.
- Assists Coordinator 3 and/or Program Managers with training of new staff, as needed.
- Serve as back up to the Coordinator 3 and/or Program Managers, as needed.
- Assists in providing program expenditure projections as needed by LDH Management.
- Leads the development of Standard Operating Procedures (SOPs) and monthly expenditure projections for Buy-In including LAP, FOA and Medicare Part A and B or for the LaHIPP program.
- Recommends and develops reports based on metrics identified by the Department. May work with other contractors or vendors in development.
- May lead special projects as assigned by the Department.
- Other tasks as directed.
QUALIFICATIONS
REQUIRED:
- Bachelor’s Degree or 6 years of professional work experience in lieu of degree.
- Minimum 1 year of Medicaid Eligibility C and D-related policy and procedural experience.
- Minimum 1 year of professional experience with MMIS mainframe system and LaMEDS system.
- Knowledge of the LaHIPP Program.
- Excellent analytical skills, effective organizational and time management skills.
- Great attention to detail and follow up.
- Ability to manage projects, assignments, and competing priorities.
- Ability to work independently and excellent problem-solving skills.
- Proficient in the use of Microsoft Office, including but not limited to Outlook, Word, and Excel.

- Minimum 2 years of Medicaid Eligibility C and D-related policy and procedural experience.
- Minimum 2 years of professional experience with MMIS mainframe system and LaMEDS system.
- Minimum 2 years of professional experience with Medicare (Part A and B) and the Social Security Administration (SSA).
- Minimum 2 years of professional experience with facilitating/oversight of premium billing/collections or the state Medicaid Buy-In program.
